*. <br />t <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2002- 64 (117 6 / 1428 / 19 7 7 ) <br />A RESOLUTION ADOPTING THE 2002 SAN LEANDRO GENERAL PLAN <br />UPDATE, MAKING MITIGATION AND ALTERNATIVES FINDINGS, <br />ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS, <br />AND ADOPTING A MITIGATION MONITORING PLAN <br />RECITALS <br />1. The current San Leandro General Plan was adopted on March 20, 1989, and <br />its elements were periodically revised thereafter. <br />2. In 1998, the City Council determined that is was necessary and desirable to <br />comprehensively update the seven mandatory elements of the General Plan, and in <br />October 1998, the City Council authorized the initiation of the update process. <br />3. In accordance with Section 65351 of the California Government Code, over a <br />three year period, the City has successfully facilitated public participation in the General <br />Plan Update process. The process has included citywide surveys, a "Town Meeting," a <br />General Plan Fair for the public, as well as the appointment of a 59-member General Plan <br />Advisory Committee ("GPAC") in January 1999. The GPAC's charge was to develop a <br />vision for San Leandro's future, and craft the goals, policies, and actions that would form <br />the heart of the General Plan update. The GPAC and constituent subcommittees met <br />more than eighty (80) times to guide the development a draft of the new General Plan. <br />This public participation program: informed the public of the on-going General Plan <br />Update; obtained public input regarding major issues, community objectives, and Plan <br />policies; provided the public with opportunities to evaluate alternative plans and to <br />participate in choosing the preferred alternative; informed decision makers of public <br />opinions; and, worked towards community consensus. <br />4. Various background reports and documents also guided the preparation of an <br />initial draft of the General Plan Update. A citywide land use inventory was prepared, <br />updated traffic counts were assembled, a real estate market analysis was performed, and <br />noise levels in different neighborhoods were monitored. Reports documenting local <br />demographics, visual conditions, safety hazards, and natural resources were drafted. <br />Several interim work products, including an "Existing Conditions Report," and an <br />"Options for the Future" workbook, were prepared. A quarterly newsletter and periodic <br />press releases provided status reports on the Plan as work progressed. In late 2000, a <br />summary of GPAC recommendations was mailed to every household and business in San <br />Leandro, containing a reply card for comments. More than 1400 responses were <br />received. In January 2001, three community meetings were held for the purpose of <br />obtaining input on the issues being addressed by the GPAC. <br />
