5. Based on the work of the GPAC, the various background reports and <br />documents, other background information, various public workshops and presentations <br />conducted by City staff and GPAC members, and subsequent meetings of other City <br />committees and commissions, the City issued a Public Review Draft of the General Plan <br />Update in November 2001. <br />6. Various public hearings and workshops were held on the draft General Plan. <br />The Board of Zoning Adjustment held a duly noticed public hearing on the draft General <br />Plan on December 6, 2001. The Planning Commission held duly noticed public hearings <br />on the draft General .Plan on December 13, 2001, and 7anuary 10; February 14; and <br />March 14, 2002. The City Council's Ad Hoc Committee on the General Plan Update <br />received regular progress reports during the 3+ year Update effort. <br />7. Section 65300, et seq. of the State Planning and Zoning Law (Division 1 of <br />Title 7 of the California Government Code) require every city to adopt a comprehensive, <br />long-term general plan for the physical development of the City which bears a reasonable <br />relationship to the planning and development of the city. <br />8. The City of San Leandro has updated its General Plan in accordance with the <br />State Office Planning and Research General Plan Guidelines. <br />9. The General Plan Update consists of the mandatory and optional elements <br />each containing goals and policies. The elements in the General Plan Update are Land <br />Use; Transportation; Open Space, Conservation, and Parks; and Environmental Hazards <br />(encompassing the required Safety and Noise elements). To ensure locally relevant <br />issues were addressed, the City Council determined that two optional elements (the <br />Historic Preservation and Community Design Element, and the Community Services and <br />Facilities Element) should be included. <br />10. The Housing Element Update is being prepared separately pursuant to <br />statutory requirements, and must be reviewed by the California Department of Housing <br />and Community Development. It is scheduled to be adopted by the City later in 2002, <br />and thereby incorporated into this General Plan Update. <br />11. The Environmental Hazards Element is consistent with the guidelines <br />established by the Office of Noise Control in the California Department of Health <br />Services. <br />12. As the Lead Agency under the California Environmental Quality Act <br />("CEQA"), the City prepared an Initial Study, determined that an Environmental Impact <br />Report ("EIR") would be required, and issued a combined Notice of Preparation/Initial <br />Study on August 31, 2001. The Notice of Preparation was mailed to Responsible <br />Agencies, the State Clearinghouse (SCH #2001092001), and other interested parties. <br />13. The City prepared a Draft Environmental Impact Report ("Draft EIR"), dated <br />November 2001, for the General Plan Update. <br />
