Proposed General Plan policies may <br />not fully mitigate Impact H3 to a level of insignificance. DEIR pp. III.H-2I-IILH-23. <br />Mitigation Measure H3: Work cooperatively with the San Leandro and San Lorenzo <br />Unified School Districts to implement specified strategies to reduce school <br />overcrowding. <br />Finding. Changes or alterations have been required in, or incorporated into, the Project <br />that avoid or substantially lessen the significant effect identified in the EIR. <br />Rationale for Finding. The mitigation measure will avoid increased overcrowding of <br />local schools by seeking to implement cooperative strategies designed to better utilize <br />existing infrastructure and resources for schools. <br />Impact H6: Increased Demand for Parklands -Additional population and <br />employment growth accommodated by the General Plan would increase demand for <br />parks and recreational services, and could cause the City to fall further short of its <br />acreage-based park service standard. Demand could be particularly acute for facilities <br />serving the increased number of local employees. Proposed General Plan policies may <br />not fully mitigate Impact H6 to a level of insignificance. DEIR pp. IILH-26-IILH-28. <br />Mitigation Measure H6: Explore additional revenue sources to fund park improvements, <br />including a park impact fee requirement for commercial and industrial uses. <br />Finding. Changes or alterations have been required in, or incorporated into, the Project <br />that avoid or substantially lessen the significant effect identified in the EIR. <br />Rationale for Finding. The mitigation measure will avoid increased demand on local <br />parklands by requiring the City to seek alternative funding sources to implement <br />strategies designed to better utilize existing park and recreation resources and to fund <br />new facilities. <br />Section IILK -Air (duality <br />Impact K2: Increased Air Emissions -The General Plan's development policies could <br />result in a larger number of jobs in San Leandro than were assumed in the Regional Clean <br />Air Plan. The additional commuting and congestion associated with the City's <br />employment growth would result in additional air emissions. This could delay attainment <br />of state and federal air quality standards. DEIR pp. IILK-9-IILK-10. <br />Mitigation Measure K2: Require any future Specific Plan and/or Area Plan for the <br />General Plan's Focus Areas to incorporate trip reduction strategies and other <br />transportation control measures that reduce the potential for emissions. <br />Finding.
