20. On April 1, 2002, the City Council held a duly noticed hearing to consider <br />certification of the San Leandro General Plan Final Environmental Impact Report. <br />21. Staff reviewed the revisions to the General Plan Update and related EIR as <br />considered by the City Council during its hearings and determined that the revisions have <br />not resulted in the addition of new "significant information" to the EIR and thus, that new <br />notice and recirculation of the EIR for additional comment and consultation is not <br />required pursuant to Public Resources Code Section 21092.1. <br />22. The Environmental Impact Report for the General Plan Update consists of the <br />following documents which are incorporated herein by reference: <br />a) Draft Environmental Impact Report, dated November 2001 <br />b) Final Environmental Impact Report, dated February, 2002 <br />NOW, THEREFORE, the City Council of the City of San Leandro does resolve <br />as follows: <br />A. The City Council does hereby approve the Draft General Plan, as <br />recommended for adoption by the Planning Commission, with the modifications thereto <br />set forth in Attachment 1, which document is incorporated herein by reference. <br />B. The City Council hereby finds that the modifications set forth in Attachment 1 <br />do not constitute substantial modifications that were not previously considered by the <br />Planning Commission at their hearings; accordingly, no referral back to the Planning <br />Commission is required under Government Code section 65356. <br />C. The City Council hereby adopts the Findings Concerning Significant Impacts <br />and Mitigation Measures as set forth in Attachment 2 and incorporated herein by <br />reference. The Council makes the findings so stated in Attachment 2 and further finds <br />that when implemented, the mitigation measures for each identified potentially <br />significant impact will avoid or substantially lessen the significant effects of the General <br />Plan Update on the environment as further described in the Rationale statements therein. <br />D. The City Council hereby adopts the Findings Concerning Alternatives as set <br />forth in Attachment 3 and incorporated herein by reference. <br />E. The City Council hereby adopts the Statement of Overriding Considerations <br />as set forth in Attachment 4 and incorporated herein by reference. <br />F. The City Council hereby adopts the Mitigation Monitoring Program set forth <br />in Attachment 5 and incorporated herein by reference. <br />4 <br />
