mitigate air quality impacts, and proposes a development pattern which is less auto-dependant <br />than the existing pattern, these steps may not be enough to reduce impacts to a less than <br />significant level. (see Attachment 2). <br />3. Overriding Considerations <br />The City Council has balanced the benefits of the 2002 General Plan Update Project to the City <br />of San Leandro against the significant and potentially significant adverse impacts identified in <br />the EIR that have not been eliminated or mitigated to a level of insignificance. The City <br />Council, acting pursuant to CEQA Guidelines Section 15093, hereby determines that <br />unavoidable impacts of the Project are outweighed by the need for the City to implement and <br />bring to fruition its economic development objectives set forth in the 2002 General Plan Update. <br />Upon consideration of the public record of proceedings on the proposed Project, the City Council <br />hereby determines that approval and implementation of the Project would result in the following <br />substantial public benefits. <br />Economic Considerations. Substantial evidence is included in the record demonstrating the <br />economic benefits that the City would derive from implementation of the Project. Specifically, <br />the Project will result in: <br />a. Approximately 9,275 new jobs, as well as a substantial number of construction jobs. <br />b. Potential development that will result in increases in various tax revenues for the <br />City, positively affecting City services. <br />c. Substantial increases in tax revenues <br />Social Considerations. Substantial evidence exists in the record demonstrating the social <br />benefits that the City would derive from the implementation of the Project. Specifically, the <br />Project will result in: <br />a. Increases in the amount of housing in the community for all segments of the <br />population. <br />b. The ability of the City to contribute its fair share of regional housing opportunities. <br />The establishment of the Community Design and Community Services elements, that <br />promotes a healthy and attractive community, with effective delivery of services to all <br />segments of the community. <br />Other Considerations. Substantial evidence exists in the record demonstrating other public <br />benefits that the City would derive from implementation of the Project. They include: <br />a. Comprehensive planning incorporating innovative and extensive environmental <br />mitigation for the Project area to allow more opportunity to maintain continuity of <br />resources. <br />
