of representation, including matters subject to <br />consultation, proposed to be adopted by the City Council <br />or such boards and commissions and shall give such <br />recognized Union the opportunity to meet with the City <br />Council or such boards and commissions. The Union shall <br />give reasonable written notice to the Municipal Employee <br />Relations Officer of any matter within the scope of <br />representation, including matters subject to <br />consultation, proposed to be communicated to the City <br />Council or such boards and commissions. <br />In cases of emergency when the City Council or such <br />boards and commissions determine that an ordinance, rule, <br />resolution or regulation must be adopted immediately <br />without prior notice or meeting with the Union, the City <br />Council or such boards and commissions shall provide such <br />notice and opportunity to meet at the earliest <br />practicable time following the adoption of such <br />ordinance, rule, resolution, or regulation. <br />Section 4. Union Rights <br />4.1 Reasonable Time Off to Meet and Confer and Process <br />Grievances <br />The Union may select not more than four (4) employee <br />members to attend formal meet and confer sessions for the <br />purposes of negotiating memoranda of understanding. In <br />addition, the Union may select not more than two (2) <br />employee members of such organization to attend scheduled <br />meetings with the Municipal Employee Relations Officer or <br />other management officials on subjects within the scope <br />of representation during regular work hours without loss <br />of compensation. Where circumstances warrant, the <br />'Municipal Employee Relations Officer may approve the <br />attendance at such meetings of additional employee <br />representatives without loss of compensation. The Union <br />shall, whenever practicable, submit the names of all such <br />employee representatives to the Municipal Employee <br />Relations Officer at least two (2) working days in <br />advance of such meetings. Provided, further: <br />(1) that no Union representative shall leave a duty or <br />work station or assignment without approval of the <br />department head or other authorized City management <br />official. <br />5 <br />
