Adoption of National Incident Management System 2 September 8, 2009 <br />response organization, and implemented a system to ensure the continual improvement of SEMS. <br />California emergency management professionals have contributed their expertise in the <br />development of NIMS. <br />It is essential for effective response to disasters that federal, state, local, and tribal organizations <br />utilize standardized terminology, standardized organizational structures, interoperable <br />communications, consolidated action plans, unified command structures, uniform personnel <br />qualification standards, uniform standards for planning, training, and exercising, comprehensive <br />resource management, and designated incident facilities during emergencies or disasters. The <br />California SEMS substantially meets these objectives of NIMS. <br />The National Commission on Terrorist Attacks (9-11 Commission) recommended adoption of a <br />standardized Incident Command System nationwide, and the Governor of the State of California <br />has directed his Office of Emergency Services and Office of Homeland Security in cooperation <br />with the Standardized Emergency Management System Advisory Board to develop a program to <br />integrate NIMS, to the extent appropriate, into the state's emergency management system. Local <br />government as a part of the California SEMS needs to integrate NIMS into its emergency plans <br />so that its disaster response activities are consistent with the other levels of emergency <br />management. <br />DHS NIMS requirements are as follows: <br />• Adopt NIMS at the community level for all departments as well as promote and <br />encourage NIMS adoption by local agencies, associations, utility districts, non- <br />governmental organizations, and private sector incident management and response <br />organizations (e.g. the American Red Cross). <br />• Revise and update emergency plans to incorporate NIMS and NRP components, and <br />principles to include training, planning, response, exercises, equipment, evaluation, and <br />corrective actions. <br />• Participate in and promote intrastate and interagency mutual aid agreements, to include <br />agreements with the private sector and nongovernmental organizations. <br />The City of San Leandro has already made significant progress in its NIMS compliance efforts. <br />• An Emergency Operations Plan is being developed, incorporating the components and <br />principles of NIMS. <br />• All full-time City employees, including public safety personnel, have been trained in <br />NIMS. <br />• Additional training for all Emergency Operations Center personnel is underway section- <br />by-section. <br />A San Leandro City Council resolution adopting NIMS would complete the DHS requirement <br />and empower City staff to integrate NIMS and NRP components and principles into all future <br />emergency plans and operations. <br />Current City Council Policy <br />None <br />Previous City Council Action(s) <br />None <br />
