DRAFT MINUTES <br /> Page 2 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />July 20, 2009 <br />Redevelopment Agency Joint Meeting <br /> <br /> <br /> <br />A.Matter of Imposing Liens for Non-Payment of Delinquent Sewer Service Charges, 2009 <br />Business License Tax, 2009 West San Leandro Shuttle Business Improvement District <br />Fees, Code Violation Penalties and/or Weed Abatement Charges and Solid Waste <br />Service Charges. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister gave background on the item and introduced Budget and Compliance Manager <br />Mary Ann Perini. Ms. Perini gave a short PowerPoint presentation, providing <br />information on the business license billing and lien processes. <br /> <br />The Hearing was then opened to the public. <br /> <br />Bina & Ramesh Murarka, Raju Murarka Properties <br />, addressed the City Council, <br />commenting that they pay the business license fee for their newspaper business, but <br />were unaware of the need to pay a license fee to rent their building. Mrs. Murarka <br />commented that when the need came to their attention, they filed an application in <br />September 2005, but it was never processed. She expressed confusion about the <br />business license fee rules, and she requested a waiver of the penalty due to the <br />circumstances. The Murarkas stated that they did not receive renewal notices or a <br />notice of a fee increase. <br /> <br />th <br />Dean ColdbrandtSan Leandro property manager for 1798 East 14 Street and <br />, <br />240 Elsie <br />, addressed the City Council, commenting that property owners are not <br />properties. Mr. Coldbrandt commented that it should not be the responsibility of the <br />property owner to ensure their tenant pays their business license. He added that if this <br />practice continues, property owners should be notified earlier in the process. <br /> <br />Chris & Tracie Kinser, Kinser Restoration & Construction <br />, addressed the City <br />Council, commenting that, due to the economic downturn, they were unable to pay their <br />business license fee. Mrs. Kinser stated that she thought the business license would just <br />expire if not paid, and there is a fee to cancel <br />Kinsers requested that the business license fees, penalties, or both, be waived. <br /> <br />Ted Kai, San Leandro resident <br />, addressed the City Council, commenting that when he <br />looked into opening a flower stand, he was told that he needed $1 million insurance <br />coverage. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mr. Hollister stated that holding the property owner responsible for non-payment of a <br />common practice in most cities. He suggested that the <br />properties of the two business owners and one property owner be removed from the list, <br />and the Council could refer their appeals to staff for further review. <br /> <br /> <br />
