DRAFT MINUTES <br /> Page 3 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />July 20, 2009 <br />Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Souza suggested that in the future, she would like the property owner to <br />be involved earlier in the process. Councilmember Prola agreed with Councilmember <br />Souza, stating that he would like the property owner notified before penalties are <br />assessed. <br /> <br />A motion was made by Councilmember Prola, seconded by Vice Mayor Starosciak, to <br />adopt the resolutions, and work with the three partiesthe Murarkas, Mr. Coldbrandt <br />and the Kinsersto try to resolve their issues. <br /> <br />Councilmember Souza asked if there was a way to apply for a suspension of a <br />a non-operational vehicle. Mr. <br />Hollister stated that staff could research the question. <br /> <br />Councilmember Stephens noted that the same issues arise every year, and he suggested <br />changing the process to have appeals heard by staff before the Council holds its public <br />hearing. <br /> <br /> Resolution No. 2009-105 <br />, Resolution Overruling Protests (Sewer Service <br />Charges, Business Licenses, West San Leandro Shuttle Business Improvement <br />District Fees, Community Compliance Code Violation Penalties and/or Weed <br />Abatement Charges and Solid Waste Service Charges) (overrules protests or <br />objections made by owners or persons in possession of certain properties). Ayes: 7; Noes: 0 <br /> <br /> Resolution No. 2009-106 <br />, Resolution Imposing Liens for Non-Payment of <br />Delinquent Solid Waste Service Fees, Sewer Service Charges, Community <br />Compliance Code Violation Penalties and/or Weed Abatement Charges, and <br />Business License and West San Leandro Shuttle Business Improvement District <br />Fees (permits the City to place delinquent charges on the applicable fiscal year <br />2009-10 Alameda County secured property tax roll). Ayes: 7; Noes: 0 <br /> <br />Councilmember Stephens requested that staff advise the Council of the outcome of the <br />appeals. <br /> <br /> <br />B.Matter of PLN2008-00030; Vesting Tentative Map, Tract 7999; for a 1-Lot Vesting <br />Tentative Map; the map is part of the San Leandro Crossings Project, Site Plan Review <br />Permit PLN2008-00030 which is a 200-Unit housing project located at the site of the <br />San Leandro BART parking lot on San Leandro Boulevard and West Juana Avenue <br /> <br />
