Resolution No. 2009-118, Resolution Approving Agreement Between City of San <br />Leandro and San Leandro Unified School District (SLUSD) for Solid Waste, <br />Recyclables and Green Waste Collection at School Facilities Within the Alameda <br />County Industries (ACI) Service Area (provides for collection at no charge while the <br />franchise agreement with ACI is in effect). Matter Authorizing the One-Time Use of Local Street and Road Funds up to $66,000 to <br />Fund the FLEX Shuttle Service for FY 2009-10 Without Service Reduction or Fee <br />Increase and Authorizing the City Manager to Identify and Use Other Appropriate <br />Funds to Reduce the Use of Local Street and Road Funds if Possible. <br />Joann Oliver, Recreation and Human Services Manager, provided a summary of the <br />matter and an update on the actions that staff has taken to reduce program expenditures. <br />Ms. Oliver reviewed the two options presented to the Facilities and Transportation <br />Committee to address the program deficit. The Committee recommended Option #1, <br />which would provide restored service for one year through the one-time use of Alameda <br />County Transportation Improvement Authority (ACTIA) stabilization funds ($24k), and <br />one-time use of Local Street and Road funds ($66k). Option #1 would allow Shuttle <br />riders to continue to use the service free of charge and avoid a reduction in service <br />hours. Option #2 would reduce program service levels immediately, focusing primarily <br />on fixed-route shuttle service and eliminating curb-to-curb service. <br />Councilmember Stephens commented on the importance of the Flex Shuttle service, <br />and he applauded Vice Mayor Starosciak for her efforts to work with the senior <br />community on this issue. Councilmember Stephens expressed concern about the <br />deteriorating condition of the City's streets, pointing out the increased costs to the City <br />the longer repairs are deferred. <br />Mayor Santos commented on other options, such as grants or a loan from ACTIA, <br />which are available to address funding for the Flex Shuttle. <br />Councilmember Prola spoke in favor of Option #1, commenting that it would offer the <br />flexibility to do the other things suggested, such as applying for grants or an ACTIA <br />
