Four (4) CDBG-funded agencies (DSFRC, ECHO Housing, <br />BFWC, and Project Literacy) also received General Fund monies in FY 2008-09, <br />reflecting the City's leveraging efforts for CDBG. <br />• Adult Literacy <br />Project Literacy promotes adult, youth, and family literacy through tutoring, community <br />outreach, volunteerism, and collaborative partnerships. Project Literacy provides free <br />literacy support services and a computer lab to the functionally illiterate population. This <br />program's primary goal is to help low- and moderate-income individuals gain literacy <br />skills that they can apply in social, educational, employment, and community settings, <br />thereby increasing their independence and self sufficiency. Project Literacy provided <br />adult literacy services to 158 students, of which forty-five (45) were new students, <br />exceeding their goal by 121 %. The large majority or 81 % of the students ranged from <br />extremely low-income to low-income clients. Ninety-eight percent (98%) of the students <br />increased their independence and self-sufficiency as indicated by their demonstration of <br />new applications of literacy skills. <br />Priority: Support public facilities and other community improvements. <br />• With regard to Americans with Disabilities Act (ADA) improvements, fifty-three (53) new <br />curb ramps were constructed this fiscal year. HUD funds were not used for the new curb <br />cuts. <br />• With the passage of the American Recovery & Reinvestment Act of 2009 (ARRA), the City <br />received cone-time allocation of $195,836 in Community Development Block Grant <br />Recovery Program (CDBG-R) funds. As mandated by this Recovery Act, the City submitted <br />to HUD on June 3, 2009 a Substantial Amendment to its FY2008-2009 HUD Annual Action <br />Plan. This subsequent plan constitutes the City's proposal to use these CDBG-R funds to <br />construct fifty-eight (58) new concrete handicapped accessible ramps and sidewalks along <br />the public right of way throughout the City. The City is still awaiting HUD's official <br />approval of its substantial amendment. Once the City receives its Grant Funding Agreement, <br />this "shovel-ready" project will commence immediately. <br />• The City continued to progress towards completing the construction of the proposed Senior <br />Center. Partially funded by CDBG funds, this project has been planned to be constructed <br />into two (2) phases. OC Jones and Sons, who was awarded the Phase I contract, completed <br />the Phase I northern parking lot and traffic signal improvements in November 2008. Bids for <br />Phase II construction, which consists of the construction of the Senior Center building and <br />southern parking lot, were opened on July 22, 2008. Construction began in October 2008 <br />and is anticipated to be fully completed in summer 2010. <br />• HUD-Economic Development Initiative (EDI) Program grant funds partially funded the <br />completed portion of Phase I and Phase II construction of the Senior Center. The City <br />expended two (2) HUD-EDI funds - $96,224 from FY 2005-06 and $245,000 from FY2008- <br />09 -totaling $341,224. City staff submitted to HUD all relevant documents to officially and <br />administratively close-out both HUD-EDI -Special Project Grants. <br />• Family Service Counseling and Community Resource Center (FSCCRC), which has been <br />providing mental health and community resource services for San Leandro residents since 1926, <br />succeeded in completing the building repair and energy efficient improvements for its facility. <br />
