FY2008-2009 CAPER -8- September 21, 2009 <br />FSCCRC utilized the $40,000 CDBG Capital Improvement Project (GIP) Loan it was awarded <br />for FY 2008-09 to 1) install tank-less water heaters, 2) install new carpet with insulating padding, <br />and 3) repaint the exterior and interior of its building. With these improvements, FSCCRC can <br />now provide an even safer, more attractive, and energy-efficient place where they can assist <br />families in need. <br />• Other social services providers were also awarded in FY 08-09 CDBG Capital Improvement <br />Project (GIP) loans. However, these facility improvements were postponed for different reasons. <br />Building Futures with Women & Children (BFWC) focused on obtaining other funds (such as <br />Emergency Housing & Assistance Program Capital Development [EHAPCD] funds) to leverage <br />the FY 08-09 CDBG funds from the City it plans to use to rehabilitate its domestic violence <br />shelter. Bay Area Community Services (BAGS) also focused on securing other construction <br />funding (such EHAPCD funds and Alameda County HCD CDBG funds), and therefore, <br />postponed its CDBG-funded ADA accessibility renovation at its crisis center Woodroe Place. <br />Lastly, Spectrum Community Services has experienced delays in obtaining the site that will be <br />used to build the centralized kitchen it is proposing. Spectrum has indicated that progress is <br />.being made towards locating a different site. <br />Current City Council Policy <br />Current Council Policy is defined by the FY2005-2009 Consolidated Plan adopted by Resolution <br />No. 2005-046 on April 18, 2005. <br />Previous City Council Action <br />The Action Plan containing the programs and activities carried out during FY2008-2009 was <br />approved by the City Council on Apri121, 2008. <br />City Council Committee Review and Action <br />N/A <br />Applicable General Plan Policy <br />The Housing Element of the General Plan addresses increasing the supply of affordable <br />ownership and rental housing in San Leandro in Goal 53-Affordable Housing Development of <br />the Housing Element of the General Plan. Additionally, Goals 47 to 51 of the General Plan <br />address the provision of community services and facilities in coordination with non-profit and <br />other social services providers.
