Hollister <br />City Manager <br /> <br />RESOLUTION APPROVING THE STATE ROUTE (SR) 238 HAYWARD BYPASS - <br />LOCAL ALTERNATIVE TRANSPORTATION IMPROVEMENT PROGRAM (LATIP) <br />PROJECT LIST. <br />SUMMARY AND RECOMMENDATION <br />The Central County Freeway Study is complete. The Central County Freeway Study Policy <br />Advisory Committee approved a prioritized list of state highway projects for the Local <br />Alternative Transportation Improvement Program (LATIP) that meet two criteria: 1) are located <br />within the same corridors (I-238, I-880, and I-580) as the proposed/cancelled Hayward Bypass <br />project; and 2) can be constructed within the next five to ten years. <br />The City of San Leandro, the City of Hayward, Alameda County, the Alameda County <br />Congestion Management Agency (ACCMA) Board of Directors and the Alameda County <br />Transportation Authority (ACTA) Board of Directors must each approve this list. Therefore, <br />Staff recommends that the City Council approve the SR 238 Hayward Bypass LATIP Project <br />List as shown in the attached Figures 1 and 2 and Table 1. <br />BACKGROUND <br />Senate Bill 509 was signed into law in September 2004 and amended by Assembly Bill 1462 in <br />October 2005. These two bills collectively amended Government Code Section 14528.5, which <br />provide for the use of revenues from the sale of excess property on State Highway 238 to fund a <br />local alternative transportation improvement program subject to approval by the California <br />Transportation Commission. In December 2005, the ACTA Board and the San Leandro City <br />Council adopted Amendment No. 1 to the 1986 Expenditure Plan for the Replacement Project of <br />the Route 238 Hayward Bypass, which deleted the Route 238 Bypass from the plan and funded <br />four projects, one of which was the Central County Freeway Study. <br />
