Kell-Smith and <br />Associates; Larry Galindo and Rob Forrester from the Oakland Airport <br />The meeting was called to order at 9:01 a.m. <br />1. Update on Airport Noise Insulation Program <br />Carla Kell-Smith and her staff reported that 73 homes are scheduled to be insulated in Phase II <br />of the program. Architectural plans and construction documents have been prepared. <br />Materials will be ordered shortly, and construction could begin in December. <br />Ms. Kell-Smith and her staff are continuing to advertise for the additional 46 homes to be <br />insulated in the program. She asked if rental properties in the 55 CNEL contour could now be <br />considered. The Committee concurred and agreed to extend the project to rental homes in the <br />55 contour. <br />The Committee had some discussion regarding approvals for the contractor, and the fact that <br />Phase II can be accomplished through a change order with the contractor, per the terms of the <br />agreement. The Mayor expressed his desire that the homes on Neptune Drive be insulated, <br />since they frequently experience disturbances from the Airport's South Field. <br />Wafaa Aborashed of the North Field Group had written the Committee members, asking some <br />specific questions regarding the insulation program. Ms. Kell-Smith offered to reply to Ms. <br />Aborashed in writing on the Committee's behalf. (That correspondence is attached, although <br />due to the size of the documents, copies of the warranty and window specifications have not <br />been attached. These are available from staff on request.) <br />
