CITY OF SAN LEANDRO CITY COUNCIL AIRPORT COMMITTEE September 4, 2009 9:00 a.m. -10:30 a.m. San Leandro City Hall 835 East 14th Street San Leandro, California Sister Cities Gallery HIGHLIGHTS Committee Members: Councilmember Starosciak (Chair), Mayor Santos and Councilmember Prola City staff present: Steve Hollister, City Manager; Jacqui Diaz, Interim Assistant City Manager; Kathy Ornelas, Community Relations Representative Public present: Carla Kell-Smith, Roberto Lujan and Anna Wlasiuk of C. Kell-Smith and Associates; Larry Galindo and Rob Forrester from the Oakland Airport The meeting was called to order at 9:01 a.m. 1. Update on Airport Noise Insulation Program Carla Kell-Smith and her staff reported that 73 homes are scheduled to be insulated in Phase II of the program. Architectural plans and construction documents have been prepared. Materials will be ordered shortly, and construction could begin in December. Ms. Kell-Smith and her staff are continuing to advertise for the additional 46 homes to be insulated in the program. She asked if rental properties in the 55 CNEL contour could now be considered. The Committee concurred and agreed to extend the project to rental homes in the 55 contour. The Committee had some discussion regarding approvals for the contractor, and the fact that Phase II can be accomplished through a change order with the contractor, per the terms of the agreement. The Mayor expressed his desire that the homes on Neptune Drive be insulated, since they frequently experience disturbances from the Airport's South Field. Wafaa Aborashed of the North Field Group had written the Committee members, asking some specific questions regarding the insulation program. Ms. Kell-Smith offered to reply to Ms. Aborashed in writing on the Committee's behalf.
