Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br />Kathy Ornelas reported that the proposed expansion of the Business Jet Center is on hold <br />indefinitely due to the economy. Therefore, there will not be any more work in the foreseeable <br />future on an environmental review of the project. Similarly, Airship Ventures' plans to have <br />scheduled operations out of the North Field for their zeppelin have not come to fruition due to <br />the economy. Therefore, the Noise Office has not been able to schedule any noise <br />measurements of the airship. However, while there have been a number of operations of the <br />zeppelin at OAK in the past months, there have been no complaints of noise. <br />Larry Galindo from the Airport Noise Office reported on the successful test of adjusting <br />nighttime departures from Runway 9 to a 180° heading, keeping the flights closer to the Bay <br />and away from Marina Faire homes. The FAA has accepted the results of the test period and <br />now will be adopting the 180° procedure within the next 30 days. The Noise Office will <br />continue to monitor departures for compliance by the pilots. <br />Mr. Galindo also reported that another tour of the Northern California Terminal Radar Control <br />(TRACON) has been scheduled for Thursday, September 24, if anyone is interested in <br />attending. <br />Pacific Biogas is still considering building a biogas plant on North Field property. An <br />environmental review will begin once a site and potential equipment are identified. Mayor <br />Santos spoke in opposition to this proposal and feels that the City should oppose a biogas plant <br />at this location; he would prefer to see one built in San Leandro near the Davis Street Transfer <br />Station. <br />Regarding the South Field Group, Ms. Ornelas reported that FedEx is now participating in the <br />meetings on a regular basis. <br />The Noise Office is on-schedule and on-budget to replace its noise monitoring system and <br />enhancing their data collection system to allow for better noise tracking and data analysis. The <br />Committee asked for a report on this from the Noise Office at the November meeting. <br />The Noise Office has scheduled another meeting with the corporate pilots based out of OAK to <br />continue education on compliance with noise abatement procedures. <br />Also, the South Field Group received a report from the Port's noise consultant regarding <br />diversion of noise from the North Field neighborhoods to the South Field neighborhoods <br />because of the Preferential Runway Use Agreement Alameda has with the Port from a 1976 <br />settlement agreement.
