Resolution No. 2009-123, Resolution of Award of Construction Contract to Joseph J. Albanese, Inc. for the East 14~' Street (California State Route (SR)-185) Medians Project, Project No. 06-150-38-228, Federal Aid Project NO. HP21L-5041(029) (recommends award of contract to the lowest bidder in the amount of $608,630 for the subject project). Bids opened on August 25, 2009. (3164) J. Resolution No. 2009-124, Resolution of Award of Contract to Spencon Construction, Inc. for the Annual Sidewalk Program 2009-10, Project No. 09-144-36-006 (recommends award of contract to the lowest bidder in the amount of $227,250 for the subject project). Bids opened on August 17, 2009. (3165) K. Resolution No. 2009-125, Resolution for Appropriation of Funds for Bay Trail Shoreline Riprap Repairs, Project No. 09-147-42-148 (approves an appropriation of grant funds in the amount of $306,090 for the subject project). Resolution No. 2009-126, Resolution Adopting the National Incident Management System (NIMS) for San Leandro Emergency Operations Planning and Implementation (incorporates the components and principles of NIMS into the City's emergency operations planning and implementation). Resolution No. 2009-127, Resolution Approving an Agreement with San Lorenzo Unified School District for Field Trip Transportation Services (allows the District to supply transportation for City-sponsored field trips). (2108) 9. ITEMS REMOVED FROM CONSENT CALENDAR Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the Mayor. 8.C. Resolution No. 2009-128, Resolution in Support of California State Assembly Bi11962 (imposes new regulations over the sale and transfer of handgun ammunition in the State of California). (1123) Councilmember Stephens complimented the staff for bringing this item forward. He expressed concern that there was no way to assess the effectiveness of the proposed legislation. Councilmember Stephens suggested that in future resolutions supporting legislation, the Council include verbiage requesting that the proposed laws be evaluated to determine their effectiveness, and to withdraw them if they prove to be ineffective. He noted the expense involved in implementing new laws, in the hope of finding solutions to problems. Councilmember Souza expressed appreciation to Councilmember Stephens for raising the issue. She commented on a recent session in Sacramento, at which the issue of evaluating the effectiveness of proposed legislation was discussed.
