Resolution No. 2009-124, Resolution of Award of Contract to Spencon Construction, <br />Inc. for the Annual Sidewalk Program 2009-10, Project No. 09-144-36-006 <br />(recommends award of contract to the lowest bidder in the amount of $227,250 for the <br />subject project). Resolution No. 2009-125, Resolution for Appropriation of Funds for Bay Trail <br />Shoreline Riprap Repairs, Project No. 09-147-42-148 (approves an appropriation of <br />grant funds in the amount of $306,090 for the subject project). Resolution No. 2009-126, Resolution Adopting the National Incident Management <br />System (NIMS) for San Leandro Emergency Operations Planning and Implementation <br />(incorporates the components and principles of NIMS into the City's emergency <br />operations planning and implementation). Resolution No. 2009-127, Resolution Approving an Agreement with San Lorenzo <br />Unified School District for Field Trip Transportation Services (allows the District to <br />supply transportation for City-sponsored field trips). (2108) <br />9. ITEMS REMOVED FROM CONSENT CALENDAR <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />8.C. Resolution No. 2009-128, Resolution in Support of California State Assembly Bi11962 <br />(imposes new regulations over the sale and transfer of handgun ammunition in the State <br />of California). (1123) <br />Councilmember Stephens complimented the staff for bringing this item forward. He <br />expressed concern that there was no way to assess the effectiveness of the proposed <br />legislation. Councilmember Stephens suggested that in future resolutions supporting <br />legislation, the Council include verbiage requesting that the proposed laws be evaluated <br />to determine their effectiveness, and to withdraw them if they prove to be ineffective. <br />He noted the expense involved in implementing new laws, in the hope of finding <br />solutions to problems. <br />Councilmember Souza expressed appreciation to Councilmember Stephens for raising <br />the issue. She commented on a recent session in Sacramento, at which the issue of <br />evaluating the effectiveness of proposed legislation was discussed. <br />
