Mission Bell Apartments has set aside ten (] 0) of its twenty-five (25) rental units as <br />permanent housing with supportive services for youth exiting foster care, as well as for <br />tenants with special needs (i.e., with physical and mental disabilities). Tri-City Homeless <br />Coalition (service provider) partners with Allied Housing (non-profit developer) to <br />provide support services to these youth. Youths can also access specialized services like <br />employment services from DSFRC. Allied Housing also partners with Fred Finch Youth <br />Center to provide medical prescription monitoring, case management, health and <br />wellness coordination, job placement training, and budget management. <br />• Building Futures for Women and Children (BFWC) provides twenty (20) beds for <br />victims of domestic violence in their Sister Me Home Shelter. <br />• The City has sixteen (16) below-market rate (BMR) properties with seventy (70) BMR <br />units set aside for people with various disabilities, such as physical and mental <br />disabilities, sight impairment, and/or hearing impaired. Two (2) of these properties target <br />developmentally disabled people, and four (4) target seniors only. <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and <br />Maintain Affordable Housing, and Eliminate Barriers to Affordable Housing <br />Activities: <br />• Address Obstacles to Meeting Underserved Needs <br />• The Consolidated Plan priorities, discussed in Exhibit A, "Comparison of Goals and <br />Objectives: FY 2008-2009 Action Plan", are designed to address the underserved needs <br />in San Leandro. The primary obstacle to meeting the City's underserved needs is <br />securing available adequate funding resources. <br />• Foster and Maintain Affordable Housing <br />+ The City annually monitors preservation of 62$ Below-Market Rate (BMR) rental units <br />(through City/Redevelopment Agency subsidies) for tenants earning between 30% and <br />120% of the Area Median Income. These BMR units include sixty-eight (68) newly <br />renovated affordable housing units at Casa Verde, which is owned by the City <br />Redevelopment Agency but managed by Mercy Housing California (MHC). The City <br />also monitors sixty (60) existing BMR ownership units. <br />Construction of the proposed 51-unit affordable senior rental housing at East 14t" and <br />Estabrook Street has begun.
