• 6 Mobile home repair/accessibility <br />• 1 Mobile home repair/seismic <br />• Section 8 Program <br />The City supports the maintenance of the Housing Authority of Alameda County's (HACA) <br />program for Section 8 rental assistance vouchers and certificates that can be used by San <br />Leandro residents. HACA provided 1,288 Section 8 vouchers and nineteen (19) Shelter Plus <br />certificates in FY 2008-09. The number of Section 8 vouchers that were provided increased by <br />twenty-five (25) vouchers from last year's count of l ,263. <br />Priority # 3. Assist low- and moderate-income first-time homebuyers. <br />Activities: <br />• Mortgage Credit Certificate Program <br />The City participates in the Alameda County Mortgage Credit Certificate (MCC) Program and <br />provides pro-rated administrative funding for the program. From July 1, 2008 through June 30, <br />2009, there was one (1) MCC Commitment issued to a San Leandro resident. <br />• First-Time Homebuyer Program <br />During this past fiscal year, the City approved nine (9) loans under the FTHB down <br />payment/closing cost assistance program. The City outsources administration of the first-time <br />homebuyer (FTHB) and inclusionary housing below market rate ownership (IHBMR) programs <br />to the nonprofit Bay Area Home Buyer Agency (BAHBA). Of the nine (9) loans, two (2) were <br />for low-income and seven (7) for moderate-income first-time homebuyers. To meet ongoing <br />loan demand which began last fiscal year, the City Council approved $142,000 in additional <br />Redevelopment Set-Aside funds in April 2009 for the loan program. The Gity's FTHB Program <br />is funded solely with Redevelopment Housing Set-Aside Funds. <br />In FY 2008-09, BAHBA conducted two (2) City-sponsored and free first-time homebuyer <br />education seminars. BAHBA awarded ninety-nine (99) certificates of completion to households <br />attending each of the entire seminars. Through BAHBA the City provided free one-on-one <br />homebuyer counseling to twenty-three (23) households [of which eighteen (18) were low- to <br />moderate-income] who were San Leandro residents and/or employed in the City. <br />BAHBA also worked with City staff to conduct the first ever Employer Forum in San Leandro in <br />March 2009. The Employer Forum invited major employers in San Leandro, Alameda, and <br />Hayward to learn more about homeownership opportunities for their employees in the current <br />housing market and the local homebuyer programs in each of the three cities. BAHBA also <br />coordinated with City staff to conduct the first Realtor/Lender Workshop in San Leandro in May <br />2009 to educate local realtors and lenders about the City homebuyer programs and how to market <br />the programs to their clients. The Realtor/Lender Workshop will become an annual event. In June <br />of 2009, BAHBA conducted the 2°d annual post-purchase workshop in San Leandro for existing <br />homeowners and/or loan recipients under the City's FTHB and IH/BMR programs. The intent of <br />the post-purchase warkshops is to educate existing IH/BMR homeowners about the resale and other <br />affordability requirements under both programs and how to successfully maintain their homes. <br />Consolidated Annual Performance and Evaluation Report: FY 2008-2009 <br />City of San Leandro <br />Page 6 <br />
