DRAFT MINUTES Page 3 September 21, 2009 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting This being the time and place for the Public Hearing on the above matter, City Manager Hollister gave a brief overview of the item and introduced Housing/CDBG Manager Tom Liao. Mr. Liao gave a short PowerPoint presentation, providing highlights from the 2008-09 annual CAPER. Mr. Liao responded to questions from the Council. In response to a question from Councilmember Gregory, Mr. Liao commented that the City has made significant progress in meeting its Regional Housing Needs Assessment (RHNA) goals. Mayor Santos commented on recent contacts he has had with homeless residents. The Hearing was then opened to the public. There being no comments from the public, and without objection, the Public Hearing was closed. Resolution No. 2009-130 , Resolution Approving the 2008-2009 Consolidated Annual Performance Evaluation Report (CAPER) and Authorizing Submission Thereof by the City Manager (approves the CAPER, as required by HUD regulations, describing all the projects undertaken and funds expended during the program year, as formulated by the Consolidated Action Plan for 2008- 2009).
