SL Street Rehab, Program. Suppl. No. 015-N 2 October 5, 2009 <br />ARRA funding can be utilized for the construction phase of roadway rehabilitation projects on <br />streets eligible for federal funding. Five streets are to be repaired as part of the Annual <br />Overlay/Rehabilitation 2008-09 Project, but only Aladdin Avenue and Washington Avenue are <br />eligible for federal funding. <br />In February 2009, the San Leandro Engineering & Transportation Department submitted an <br />application for ARRA funding to repair Aladdin Avenue and Washington Avenue as part of the <br />Annual Overlay/Rehabilitation 2008-09 Project. The project was deemed a National <br />Environmental Policy Act (NEPA) Categorical Exclusion by Caltrans and was allowed to move <br />forward. The Authorization to Proceed with Construction (E-76) was issued in June 2, 2009 <br />with a funding amount of $1,338,000. <br />The segment of Aladdin Avenue included in this project runs between I-880 and Alvarado Street <br />in an industrial section of San Leandro. The pavement is in extremely poor condition, so the <br />method of repair will be a full street reconstruction utilizing cement-treated sub-base. On <br />Washington Avenue, the top four inches of asphalt concrete between Caliente Drive and Anza <br />Way will be milled off and replaced, since the street has not yet deteriorated to the point where it <br />has to be fully reconstructed. <br />Although there are three other streets associated with the Annual Overlay/Rehabilitation 2008-09 <br />Project, they are not eligible for federal funding, so ARRA funds cannot be utilized for their <br />repair. <br />In addition to the work mentioned above, this project will also replace any outdated curb ramps <br />along the project street segments per current Americans with Disabilities Act (ADA) standards. <br />Work will also include the repair of damaged sidewalk, curb, and gutter adjacent to the project <br />areas. <br />Construction is expected to be completed in December 2009. Upon the City Council authorizing <br />the City Manager to execute Program Supplement Agreement No. 015-N to Administering <br />Agency-State Agreement No. 04-5041R, the Local Assistance staff will proceed to make funds <br />available for the construction phase of the project. <br />Current City Council Policy <br />Regular maintenance of City streets to ensure safe and efficient operation. <br />Previous City Council Action(s) <br />On March 2, 2009, by Resolution No. 2009-030, the City Council authorized the filing of an <br />application for ARRA 2009 funding and assuring completion of the project. <br />City Council Committee Review and Action <br />Not Applicable <br />
