also change and that some rates would go up, but others would actually go down. <br />Councilmember Souza stated that staff should use caution when approaching residents as <br />they want to know what the ultimate cost will be to them. Mike stated that staff is <br />recommending that the City Council pass a policy to keep a certain amount of reserves to <br />have a balanced level. A guiding policy would state that if the city is meeting the levels, <br />rates would not be raised. Steve Hollister stated that the City would consult the attorney <br />and be sure that the policy was using a fair method of calculation so people were not hit <br />with large increases. <br />4. Discussion Regarding Eden Road Design /Cost <br />Ken Joseph gave a PowerPoint presentation regarding the design of Eden Road and its <br />associated construction cost. Discussion ensued. Mayor Santos stated that some <br />residents are not happy with the amounts of redevelopment money in the project from <br />MacArthur Boulevard. Councilmember Souza stated that things change and needed to be <br />reevaluated after a few years. She gave her support of the Eden Road project. <br />5. Public Comments <br />Sabrina Almazan from the 4 Paws Society stated that she would like to see <br />groundbreaking of the dog park by next spring and wanted to know how to move forward <br />to make it a reality. Councilmember Souza explained that the Facilities Committee <br />meeting was not the forum for a question and answer session. Steve Hollister stated that <br />staff could find her a contact to speak with. <br />6. Committee Member Comments <br />Councilmember Souza stated that with regard to the dog park, she would like to see some <br />action in moving forward. Discussions need to start back again so that action can be <br />taken. She recommends that the item be brought before Council and stated that she <br />would like to see it move forward. <br />7.
