November 9, 2009 Section 2: Greenhouse Gas Inventory and Forecast <br />The observations above related to growth in the City should be considered in the context of <br />regional growth. Although residential development within the City contributes to some increase <br />in emissions for the San Leandro community, the relative impact is likely significantly lower <br />compared to low density development in the distant suburbs. Given the large proportion of <br />emissions related to highway vehicle miles traveled through San Leandro, local jurisdictions <br />around the San Francisco Bay Area and beyond must work together to develop regional <br />solutions. <br />2.4 Development of the Climate Action Plan <br />The Climate Action Plan and GHG reduction measures and actions are structured around the <br />four general categories of GHG emissions, as identified by the greenhouse gas inventory. They <br />are as follows: <br />1. Energy use in buildings (Commercial/industrial, and residential) <br />2. Transportation and land use <br />3. Waste <br />4. Municipal operations <br />The first three categories focus on programs and actions to influence the behavior of <br />households and businesses in the community. Municipal operations is included as a separate <br />category which encompasses City facilities, fleet and waste operations, as the City has unique <br />opportunities to directly control these emissions. <br />In the following chapters, the City of San Leandro Climate Action Plan is organized by the four <br />emissions categories. In close collaboration with the San Leandro Climate Protection Task <br />Force, KEMA developed a number of goals and implementing actions for each category of <br />emissions. The goals are broad overarching objectives, while individual actions are meant to be <br />concrete policies or programs that will help achieve the goal. The overarching goals form the <br />framework for developing individual actions. Since a large number of implementing actions are <br />included for consideration, the Climate Action Plan includes an Implementation chapter to <br />highlight the prioritization of near-term activities to enable the City of San Leandro to meet its <br />greenhouse gas reduction goals. <br />~,~~~'~+fyo Page 15 <br />~ fl <br />3~~R ,F"SI <br />
