DRAFT MINUTES
Page 5
November 2, 2009
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting

Mayor Santos concurred with Vice Mayor Starosciak that there should be a long term
solution. He indicated that both school districts are supportive of sharing the crossing
guard responsibility. Mayor Santos suggested that the Council pass the resolution
tonight, with the understanding that discussions will continue with the school districts to
find a more permanent solution.

Councilmember Gregory concurred with both Mayor Santos and Vice Mayor Starosciak
that this is an appropriate gesture. He commented that the school districts need an
incentive to adopt Safe Routes to School, and this is an opportunity to get the schools to
participate.

Councilmember Prola recalled that the San Leandro Unified School District approached
the City and asked the City to share the crossing guard costs. He concurred with
Councilmember Gregory that the real problem is the lack of Safe Routes to School
programs, and hoped that the City and School District Liaison Committees could
develop a long term solution before the next school year.

Councilmember Souza commented that crosswalks near schools are dangerous, even
with crossing guards present, and she agreed that Safe Routes to School would be a
good program. She expressed her support for the motion, emphasizing that the crossing
guard contract is only a one-year solution. Councilmember Souza stated that parents
would step up and get involved if someone organized a program.

Resolution No. 2009-146
, Resolution Approving a Non-Professional Services
Agreement Between the City of San Leandro and All City Management Services,
Inc. for Crossing Guard Services (provides for trained crossing guards during the
traditional school year at 8 San Leandro Unified School District locations for a

total of 2,880 annual hours). Ayes: 7; Noes: 0

A speaker card for the Consent Calendar was inadvertently overlooked by the City Clerk.
Mayor Santos called the speaker, albeit after the Consent Calendar had been passed.

Public Comments on the Consent Calendar:

Stephen Cassidy, San Leandro resident
, addressed the City Council, commenting on Item
formulating concrete budget recommendations. He stated that the Task Force would be
working with a flawed process and short schedule, and that it would not be a meaningful
mission, and what it should be trying to achieve.

End of Public Comments on the Consent Calendar
