Hollister <br />City Manager <br />RESOLUTION DECLARING A LOCAL EMERGENCY WITHIN THE CITY OF SAN <br />LEANDRO DUE TO THE THREAT TO THE PUBLIC HEALTH FROM THE H1N1 <br />INFLUENZA VIRUS <br />SUIVIMARY AND RECOMMENDATION <br />It is recommended that the City of San Leandro declare a local emergency due to the threat to <br />public health from the H1N1 Influenza Virus, and to enable the City to be eligible for California <br />Disaster Assistance Act funds for expenses incurred in responding to the health emergency. <br />BACKGROUND <br />Analysis <br />On April 28, 2009, following a report from the World Health Organization that an outbreak of <br />H1N1 Influenza had occurred in the United States and confirmation by the United States Center <br />for Disease Control of cases of the disease in California, Governor Schwarzenegger proclaimed a <br />State of Emergency exists in California. <br />Since that time, the California State Public Health Department has reported that more than 4,000 <br />H1N1-related hospitalizations have occurred, resulting in at least 249 deaths in California. <br />On October 27, 2009, the Alameda County Board of Supervisors proclaimed a local emergency <br />in the County of Alameda, stating that the H1N1 Influenza constitutes an epidemic in Alameda <br />County, and anticipating the need for combined forces of other political subdivisions to combat <br />the epidemic. <br />The City of San Leandro has agreed to host a public H1N1 vaccination clinic on Saturday, <br />December 5, 2009 at City Hall at the request of the Alameda County Public Health Department. <br />The City will incur expenses such as personnel overtime and supply costs. In addition, staff time <br />has already been expended in preparing information for City personnel and the community <br />regarding how to prevent the spread of the H1N1 Influenza. The City Manager's Office will be <br />coordinating the H1N1 vaccination clinic with the support of other departments. <br />
