Hollister City Manager RESOLUTION DECLARING A LOCAL EMERGENCY WITHIN THE CITY OF SAN LEANDRO DUE TO THE THREAT TO THE PUBLIC HEALTH FROM THE H1N1 INFLUENZA VIRUS SUIVIMARY AND RECOMMENDATION It is recommended that the City of San Leandro declare a local emergency due to the threat to public health from the H1N1 Influenza Virus, and to enable the City to be eligible for California Disaster Assistance Act funds for expenses incurred in responding to the health emergency. BACKGROUND Analysis On April 28, 2009, following a report from the World Health Organization that an outbreak of H1N1 Influenza had occurred in the United States and confirmation by the United States Center for Disease Control of cases of the disease in California, Governor Schwarzenegger proclaimed a State of Emergency exists in California. Since that time, the California State Public Health Department has reported that more than 4,000 H1N1-related hospitalizations have occurred, resulting in at least 249 deaths in California. On October 27, 2009, the Alameda County Board of Supervisors proclaimed a local emergency in the County of Alameda, stating that the H1N1 Influenza constitutes an epidemic in Alameda County, and anticipating the need for combined forces of other political subdivisions to combat the epidemic. The City of San Leandro has agreed to host a public H1N1 vaccination clinic on Saturday, December 5, 2009 at City Hall at the request of the Alameda County Public Health Department. The City will incur expenses such as personnel overtime and supply costs. In addition, staff time has already been expended in preparing information for City personnel and the community regarding how to prevent the spread of the H1N1 Influenza. The City Manager's Office will be coordinating the H1N1 vaccination clinic with the support of other departments.
