Reconsideration and Approval of a Public
Information Program on the City's Financial
Situation and Possible Revenue Measures 3 November 12, 2009
City Council Committee Review and Action
The Finance Committee, at their October 20, 2009 meeting, unanimously recommended
forwarding the Public Information Program to City Council for approval.
Fiscal Impact
The Public Information Program is estimated to cost $61,000. $41,000 would be for the costs of
three mailings; $20,000 will be for the costs of the communications consultant. Funding would
come from the City Manager's Contingency Fund.
Attachments
Finance Committee October 20 meeting minutes.
Finance Director's October 20, 2009 memorandum, "Budget Strategy for Fiscal Year 2010-11."
CONCLUSION
Staff recommends that the City Council approve the Public Information Program on the City's
financial situation as outlined above. Delaying a decision until late December would eliminate
perhaps the most important element of the program. That is the first informational mailing with
an interactive community feedback form. A later mailing in January 2010 would not provide
adequate time to receive, analyze and consider voter feedback responses prior to the City
Council consideration of placing a revenue measure on the June, 2010 ballot.
