Francis <br />The meeting was called to order at 4:06 p.m. <br />1. Request from Flag Historian Martin A. Francis Regarding the Future of the Flag Day <br />Ceremony Program <br />The Mayor introduced the discussion with a history of how the Flag Day event has been held <br />in years past. Mr. Francis' letter was discussed with him, including his desire for the City to <br />take over the program. <br />Joann Oliver described how the Recreation and Human Services Department has helped Mr. <br />Francis over the past few years with organizing and presenting the event. The City has taken <br />a larger role in recent years, including an effort to get the local veterans groups to host and <br />manage the program. <br />The City Manager touched on how the budget situation may reduce staff further so there may <br />not be staff available in future years to manage the program. Ms. Oliver added that, due to <br />budget reductions, the City would not be able to pay the Municipal Band to play in the 2010 <br />program. <br />It was discussed and agreed upon by the Committee that, given reducing City resources, the <br />Recreation and Human Services Department would assume facilitation of the event, with the <br />understanding that if a veterans' organization is not willing to take on the program on any <br />given year, there would not be a program on that year. Mr. Francis was agreeable to this <br />arrangement. The Mayor also asked Mr. Francis if he completely understood that he would <br />not be able to run the Flag Day program in the future; Mr. Francis stated he understood. <br />
