MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 2, 2009 <br />Mayor Santos concurred with Vice Mayor Starosciak that there should be a long term <br />solution. He indicated that both school districts are supportive of sharing the crossing <br />guard responsibility. Mayor Santos suggested that the Council pass the resolution <br />tonight, with the understanding that discussions will continue with the school districts to <br />fmd a more permanent solution. <br />Councilmember Gregory concurred with both Mayor Santos and Vice Mayor Starosciak <br />that this is an appropriate gesture. He commented that the school districts need an <br />incentive to adopt Safe Routes to School, and this is an opportunity to get the schools to <br />participate. <br />Councilmember Prola recalled that the San Leandro Unified School District approached <br />the City and asked the City to share the crossing guard costs. He concurred with <br />Councilmember Gregory that the real problem is the lack of Safe Routes to School <br />programs, and hoped that the City and School District Liaison Committees could <br />develop a long term solution before the next school year. <br />Councilmember Souza commented that crosswalks near schools are dangerous, even <br />with crossing guards present, and she agreed that Safe Routes to School would be a <br />good program. She expressed her support for the motion, emphasizing that the crossing <br />guard contract is only aone-year solution. Councilmember Souza stated that parents <br />would step up and get involved if someone organized a program. <br />• Resolution No. 2009-146, Resolution Approving aNon-Professional Services <br />Agreement Between the City of San Leandro and All City Management Services, <br />Inc. for Crossing Guard Services (provides for trained crossing guards during the <br />traditional school year at 8 San Leandro Unified School District locations for a <br />total of 2,880 annual hours). Ayes: 7; Noes: 0 <br />A speaker card for the Consent Calendar was inadvertently overlooked by the City Clerk. <br />Mayor Santos called the speaker, albeit after the Consent Calendar had been passed. <br />Public Comments on the Consent Calendar: <br />Stephen Cassidy, San Leandro resident, addressed the City Council, commenting on Item <br />8.G., concerning the Ad Hoc Citizens' Budget Task Force. Mr. Cassidy commented that, <br />earlier this year, he had suggested forming a citizens' advisory task force for the purpose of <br />formulating concrete budget recommendations. He stated that the Task Force would be <br />working with a flawed process and short schedule, and that it would not be a meaningful <br />exercise. Mr. Cassidy requested that the City Council take another look at the Task Force's <br />mission, and what it should be trying to achieve. <br />End of Public Comments on the Consent Calendar <br />
