In FY 2008-09, LINKS enjoyed the milestone of having served over 1,000,000 riders since inception in 2002. LINKS Operation for Fiscal Year 2008-09 In response to the California Air Resources Board regulations which required LINKS transition from Compressed Natural Gas (CNG) vehicles to gasoline vehicles, effective January 1, 2008, LINKS service was modified to two 32-passenger gasoline-fueled busses operating from 5:45 a.m. to 9:45 a.m. and 3:00 p.m. to 8:00 p.m., five days a week (Monday -Friday). The bus schedule was adjusted in FY 2008-09 as well with a slight reduction in hours (the afternoon route previously began at 2:00 p.m.) in response to the funding no longer being available for Davis Street Family Resource Center. LINKS service consists of a 6.25 mile loop through the central and western areas of San Leandro bounded by Davis Street on the north, Doolittle Drive on the west, Farallon Drive on the south and San Leandro Boulevard on the east. See Exhibit B, an information brochure that includes the route map. The 23 stops along the route are at easily accessible sites of major employers, with each run originating and terminating at the Downtown San Leandro BART station on San Leandro Boulevard. All in all, the LINKS service was designed to coordinate with other public transit services (AC Transit and BART) to encourage commuters to leave their cars at home and to provide comprehensive service to commuters. To improve the marketing and outreach efforts a new bilingual LINKS informational brochure was created and distributed. The brochure design is included as Exhibit B and was designed to enable employer distribution with paychecks. In addition, the website for LINKS (www.sanleandrolinks.com) was updated and redesigned with new graphics, layout, photographs, current information and a current route map. It is not only more attractive, but also user-friendly and includes bilingual information. The SLTMO Board discussed at length and determined that the expense of installing automated counters in the LINKS buses were not justified at this time and decided against purchasing and implementing automated passenger counters. LINKS Proposed Operations for Fiscal Year 2009-10 To be proactive in providing a high level of service to the riders and employers along the LINKS service area, an annual ridership survey is budgeted for in FY 2009-10. The annual rider study is a valuable tool in measuring ridership satisfaction and provides information to possibly improve the shuttle service. To promote LINKS, continued outreach and marketing will be performed. The budget includes funding for marketing and advertising. This funding can be used for various marketing and communication efforts to inform employers and their employees of the benefits and convenience of using the LINKS Shuttle. 3~Page
