Hollister <br />City Manager <br />MATTER OF AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR <br />THE FEDERAL AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) <br />FUNDS AND ASSURING THE COMPLETION OF THE PROJECT. <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council authorize the City Manager to file an application for the <br />Federal American Recovery and Reinvestment Act of 2009 (ARRA) funding. These funds will <br />be used to rehabilitate Bancroft Avenue from 138th Avenue to 148t~' Avenue. Additionally, it is <br />recommended that the City Council authorize the City Manager to appropriate $206,979 of grant <br />funds to complete the project. <br />BACKGROUND <br />On February 17, 2009, President Obama signed Congress' $787 billion Economic Stimulus <br />package. The bill contains approximately $49 billion in transportation-related funding, with $27 <br />billion for roads. This funding is intended to focus on system preservation activities that can be <br />commenced and completed quickly, such as road resurfacing and bridge repair. The <br />Metropolitan Transportation Commission (MTC), working in conjunction with the Alameda <br />County Congestion Management Agency (ACCMA) and other county congestion management <br />agencies, programmed allocations for all of the cities in the bay area. <br />The City of San Leandro received $1,338,000 of the $25,410,000 during the first round of <br />ARRA funding programmed for Alameda County. The allocation was based primarily on <br />population, with additional factors taken into account, such as lane mileage, pavement <br />rehabilitation needs, and pavement maintenance performance between counties and local <br />jurisdictions. <br />
