Hollister City Manager MATTER OF AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR THE FEDERAL AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) FUNDS AND ASSURING THE COMPLETION OF THE PROJECT. SUMMARY AND RECOMMENDATION It is recommended that the City Council authorize the City Manager to file an application for the Federal American Recovery and Reinvestment Act of 2009 (ARRA) funding. These funds will be used to rehabilitate Bancroft Avenue from 138th Avenue to 148t~' Avenue. Additionally, it is recommended that the City Council authorize the City Manager to appropriate $206,979 of grant funds to complete the project. BACKGROUND On February 17, 2009, President Obama signed Congress' $787 billion Economic Stimulus package. The bill contains approximately $49 billion in transportation-related funding, with $27 billion for roads. This funding is intended to focus on system preservation activities that can be commenced and completed quickly, such as road resurfacing and bridge repair. The Metropolitan Transportation Commission (MTC), working in conjunction with the Alameda County Congestion Management Agency (ACCMA) and other county congestion management agencies, programmed allocations for all of the cities in the bay area. The City of San Leandro received $1,338,000 of the $25,410,000 during the first round of ARRA funding programmed for Alameda County. The allocation was based primarily on population, with additional factors taken into account, such as lane mileage, pavement rehabilitation needs, and pavement maintenance performance between counties and local jurisdictions.
