DRAFT MINUTES Page 8 November 16, 2009 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting Councilmember Prola attended the November 10th Alameda County Mosquito Abatement District (ACMAD) Board of Trustees meeting. He reported that the West Nile Virus season is over, and the San Leandro trustee position is up for reappointment on January 1, 2010. Mayor Santos indicated that he will issue a memo to the Council this week regarding their preferences for the Intergovernmental Agency and Council Committee assignments for next year. B.Reports on Conferences and Seminars No members attended the National League of Cities conference in San Antonio, Texas. C.Reports on City Council Committees Accepted as 1.Civic and Cultural Committee Meeting of October 22, 2009. submitted. Accepted 2.Rules and Communications Committee Meeting of October 27, 2009. as submitted. Councilmember Prola agreed with the decision to table the issue of a Project Labor Agreement (PLA). He noted that there are other cities that have PLAs in place. Recommendation for City Council Consideration: a.Schedule discussion of Ranked Choice Voting (RCV) at the December 7, 2009 City Council meeting. Councilmember Prola pointed out that the cost savings of City staff time from eliminating a separate runoff election was not considered in the cost of RCV. Mayor Santos commented that there has been discussion with the Alameda County Board of Supervisors about possibly deferring part of the cost of RCV to the next election, in Councilmember Reed expressed interest in having a discussion on RCV at a work session rather than at a regular meeting. Mr. Hollister commented that San Leandr RCV, so it is hoped decision would be rendered before the end of the year. City Clerk Marian Handa indicated that the RCV system has not yet been granted by the Secretary of State. By consensus, the City Council approved this recommendation.
