(h) "Core Activities" means the acquisition and rehabilitation of <br />foreclosed upon properties, as defined in the Grant Application, and is inclusive of <br />properties with one to four units; both rental and ownership tenures; acquisition and <br />rehabilitation uses; and inclusive of development subsidy and down payment assistance. <br />(i) "County" means the County of Alameda, in its capacity as a <br />Member, unless otherwise specified. <br />(j) "Developer" means a nonprofit partner or affordable housing <br />developer that provides purchase and rehabilitation services in connection with NSP2 <br />Activities. <br />(k) "DRGR System" means the CDBG Disaster Recovery Grant <br />Reporting System. <br />(1) "Grant Agreement" means the NSP2 grant agreement that is to be <br />entered into by the Lead Member and HUD if NSP2 funds are allocated to the <br />Consortium. <br />(m) "Grant Application" has the meaning given in Recital D. <br />(n) "HERA" has the meaning given in Recital A. <br />(o) "HUD" has the meaning given in Recital B. <br />(p) "HUD Award Date" means the date HUD signs the Grant <br />Agreement awarding NSP2 funds to the Consortium. <br />(q) "Initial Allocation" has the meaning given in Section 23 (c). <br />(r) "Initial Allocation Formula" has the meaning in Section 2.3. <br />(s) "Lead Member" has the meaning given in the introductory <br />paragraph and in Recital C. <br />(t) "Leveraged Funds" means the Mortgage Credit Certificate <br />allocation funding provided by Alameda County to be used with NSP homes, as specified <br />in the Grant Application. <br />(u) "Low-Income Household" means a household whose income does <br />not exceed fifty percent (50%) of the area median income, as determined by HUD. <br />(v) "Members" has the meaning given in Recital C. <br />(w) "Middle-Income Household" means a household whose income <br />does not exceed one hundred twenty percent (120%) of the area median income, as <br />determined by HUD. <br />Alameda County and City of San Leandro 3 <br />
