Cooke, Principal En veer ~,~ <br />1 <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF APPROVING CONTRACTUAL SERVICES AGREEMENT WITH WILBUR <br />SMITH ASSOCIATES FOR THE UPDATE OF THE BICYCLE AND PEDESTRIAN <br />MASTER PLAN AND ESTABLISHING A BICYCLE AND PEDESTRIAN ADVISORY <br />COMMITTEE (BPAC) AND APPOINTING MEMBERS THERETO. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Wilbur Smith Associates in <br />the amount of $75,280 to update the Bicycle and Pedestrian Master Plan of the Circulation <br />Element of the City's General Plan and establishing a Bicycle and Pedestrian Advisory <br />Committee (BPAC) and appointing the recommended candidates to the BPAC. <br />BACKGROUND <br />Analysis <br />The City of San Leandro adopted the Bikeway Plan of the Circulation Element of the City's <br />General Plan in 1997. Anew pedestrian element, which addresses pedestrian issues in a fashion <br />similar to bicycle issues, was added into the Bikeway Plan update in 2004. This plan has been <br />entitled "Bicycle and Pedestrian Master Plan" and is a component of the Circulation Element of <br />the General Plan. <br />This document provides policies and programs and guides the planning and development of <br />bikeways and pedestrian facilities throughout the city. This document also provides the data <br />required by grantors to fund proposed bicycle and pedestrian improvements. Many grant <br />programs, such as the State of California Bicycle Transportation Account, require that the City <br />update its bicycle and pedestrian plan every four to five years. The 2004 Bicycle and Pedestrian <br />Master Plan is due for an update. <br />
