CITY OF SAN LEANDRO
STAFF REPORT
DATE: December 21, 2009
TO: Stephen L. Hollister
City Manager
FROM: Uchenna Udemezue, Director ~,
RESOLUTION OF AWARD OF CONTRACT TO RP ENGINEERING CONTRACTORS FOR
THE PEDESTRIAN IMPROVEMENTS -SIDEWALK 09-10 PROJECT, PROJECT NO. 09-
150-36-289.
Engineering and Transportatio Department
BY: Keith Cooke, Principal Engi~leer
f
SUBJECT PROJECT/PROJECT DESCRIPTION: ~
SUMMARY AND RECOMMENDATION
This contract is for the improvements of sidewalks by eliminating defects city-wide.
Staff recommends award of contract to RP Engineering Contractors in the amount of $21,000 at
a unit cost of $5.51 per linear foot for the subject project.
BACKGROUND
Both the State Highway Code and the San Leandro Municipal Code require that property owners
maintain the sidewalks along their frontage. The City operates a sidewalk repair program,
described in Title 8 of the San Leandro Administrative Code, which provides for the repair of
sidewalk damage and describes in detail the financial responsibility. Larger defects that require
removal and replacement of concrete are the responsibility of the property owner. However,
smaller improvements, made by grinding or patching, are paid for by the City at no (direct) cost
to the property owner. This contract is for the repair of defects by grinding or other means, and
therefore will be paid entirely by the City.
Analysis
Generally, the City's Public Works Services Department repairs uplifted sidewalk and potential
tripping hazards city-wide. However, due to time and workforce constraints, Public Works
Services cannot address the large number of repairs this year. Therefore, staff recommended and
Council agreed that the City would bid the project using Transportation Development Act (TDA)
Pedestrian Accessibility Improvement funds. The project will significantly reduce the number of
tripping hazards and improve walking conditions city-wide.
