IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2009-169 (3089) <br />RESOLUTION APPROVING THE CITY OF SAN LEANDRO CLIMATE ACTION PLAN <br />WHEREAS, in June 2005, Mayors from around the nation, including the former Mayor of <br />San Leandro, signed the U.S. Mayors Climate Protection Agreement which urges federal and state <br />governments to enact policies and programs to meet the Kyoto Protocol target of a 7 percent <br />reduction in emissions below 19901evels and commits their local agencies to strive to take actions <br />to meet the Kyoto Protocol targets; and <br />WHEREAS, in July 2006, the City of San Leandro adopted Resolution No. 2006-076 <br />Authorizing Participation in the Alameda County Climate Protection Project and Membership in <br />ICLEI Local Governments for Sustainability; and <br />WHEREAS, in September 2006, Governor Arnold Schwarzenegger signed AB 32, the <br />California Global Warming Solutions Act, requiring that local governments respond to prescribed <br />reduction levels in greenhouse gas emissions; and <br />WHEREAS, in January 2007, the City of San Leandro, with assistance from ICLEI and <br />Stopwaste.org, completed a 2005 baseline Community-wide and Municipal Operations emissions <br />inventory; and <br />WHEREAS, in February 2007, the City Council adopted a greenhouse gas emissions <br />reduction target of 25 percent below 2005 levels; and <br />WHEREAS, in February 2007, the City Council directed the City of San Leandro to form <br />an internal task force to develop a Climate Action Plan and bring the plan to City Council for <br />adoption; <br />WHEREAS, the third step of the Alameda County Climate Protection Project is adoption <br />of an emissions reduction target; and <br />WHEREAS, the Climate Action Plan is categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQ) per Section 15308 of the CEQA guidelines, Actions <br />by Regulatory Agencies for Protection of the Environment. The CAP will not have a significant <br />effect on the environment and the Plan reflects the City's independent judgment and analysis; and <br />NOW THEREFORE, BE IT RESOLVED, that the City of San Leandro adopts the City of <br />San Leandro Climate Action Plan, A Vision for a Sustainable San Leandro. <br />BE IT FURTHER RESOLVED, that the City Council fmds that the City of San Leandro <br />Climate Action Plan is consistent with the goals and policies of the General Plan in that the <br />proposals to reduce greenhouse gas emissions, reduce waste generation, encourage energy and <br />
