Hollister <br />City Manager <br />RESOLUTION APPROVING THE CITY OF SAN LEANDRO CLIMATE ACTION PLAN TO <br />REDUCE GREENHOUSE GAS EMISSIONS 25% BELOW 2005 LEVELS BY 2020 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt the resolution approving the City of San Leandro <br />Climate Action Plan, A Vision for a Sustainable San Leandro. Establishing the Climate Action Plan <br />will provide the City and its residents and businesses with a roadmap toward achieving the adopted <br />emissions reductions target. The Climate Action Plan process involved a public outreach campaign <br />over the last six months, including two public work sessions in November 2009, as well as <br />extensive technical work performed by City staff and an energy consultant, KEMA USA. <br />The City of San Leandro is a member of the Alameda County Climate Protection Project, a <br />county-wide effort which includes the cities of Alameda, Albany, Berkeley, Emeryville, <br />Hayward, Newark, Oakland, Piedmont, Pleasanton, San Leandro, Union City and the County of <br />Alameda. San Leandro has completed Milestone 1 (Greenhouse Gas Emissions Inventory) and <br />Milestone 2 (25% by 2020 Emissions Reduction Goal Adoption) of the protocol adopted by the <br />Alameda County Climate Protection Project. Adoption of the Climate Action Plan would <br />accomplish Milestone 3. Milestones 4 and 5, Implementation and Monitoring/Verification, are <br />ongoing efforts. <br />BACKGROUND <br />The City of San Leandro has been working for the past three years on developing a strategy to <br />reduce its greenhouse gas (GHG) emissions, through the protocols adopted by the Alameda <br />County Climate Protection Project, which it joined in June 2006. The project utilizes the <br />International Council for Local Environmental Initiatives (ICLEI) 5-Milestone protocol: <br />Milestone 1 - Conduct a baseline emissions inventory and forecast <br />Milestone 2 - Adopt an emissions reduction target <br />Milestone 3 - Develop a Climate Action Plan for reducing emissions <br />Milestone 4 - Implement policies and measures <br />Milestone 5 - Monitor and verify results <br />
