<br />December 21, 2009 Section 3: Building Energy Use <br />are one of the few identified actions within a City’s purview to mandate efficiency actions in <br />existing privately owned buildings. <br />With regards to new construction, cities can adopt building codes that go beyond Title 24’s <br />energy requirements to support high levels of energy efficiency. <br />A number of existing efficiency incentive programs exist, including PG&E programs funded by <br />ratepayers such as the residents and businesses in San Leandro. This Climate Action Plan <br />seeks to leverage such existing programs and coordinate efforts to promote energy efficiency in <br />the community. Measures and actions are presented below for consideration. Once again, <br />potential actions span mandatory requirements to financial incentives public education and <br />outreach. <br />Establish a standard for energy improvements in existing commercial and industrial <br /> <br />? <br />properties. <br />In collaboration with local realtors, businesses, energy service providers and <br />other community stakeholders, develop and phase in a local energy standard for existing <br />non-residential buildings that is designed to facilitate deep cost-effective reductions in <br />energy use. Compliance with energy standards may be required to take advantage of <br />certain incentives and financing, and at certain major events such as major renovations, <br />point of sale and/or new leases. The standard may include thresholds for eligibility to <br /> <br />minimize adverse economic impacts. <br />Require “beyond compliance” as a condition for approving new construction. <br /> <br />? <br />“Beyond compliance” refers to going beyond Title 24 Energy Efficiency standards for new <br />construction. Other jurisdictions have required that new construction be a certain <br />percentage “above code.” <br />Leverage existing energy efficiency incentive programs for non-residential utility <br /> <br />? <br />customers. <br /> PG&E offers businesses various incentives for custom retrofitting existing <br />facilities such as the Non-Residential Retrofit program, and prescriptive rebates for <br />equipment such as lighting, refrigeration, HVAC, etc. The City can partner with PG&E and <br />local business associations such as the Chamber of Commerce to educate their customers <br />about these programs. <br />Promote use of Green Leases Toolkit <br /> . Voluntary integration of sustainability efforts into <br />? <br />the entire commercial leasing process. Green leasing states that building performance be <br />transparent to all parties involved in the lease transaction. <br /> <br /> <br />Page 21 <br /> <br /> <br />
