Funding Sources <br />For implementation of the Climate Action Plan, the City must evaluate strategies for financing <br />climate protection actions and provide adequate, reliable and consistent long-term program <br />funding. This chapter provides an overview of available funding sources to help determine <br />appropriate potential program funding sources and funding levels to support existing and new <br />programs outlined in this plan. Other funding sources may be available that are not listed here. <br />8.1 Federal Funding <br />American Reinvestment and Recovery Act (ARRA) Loan Program <br />Low-interest loans (with an interest rate of 1%) are available through the California Energy <br />Commission for municipal energy saving projects. The maximum loan amount is $3 million per <br />application and $20 million to $25 million is currently available. Loans must be repaid from <br />energy cost savings within approximate 13 years simple payback. Eligible projects include <br />improving lighting systems, replacing streetlights or traffic signals LEDs, installing automated <br />energy management systems/controls and building insulation, energy generation including <br />renewable and combined heat and power projects, heating and air conditioning modifications <br />and upgrading waste water treatment equipment. Swimming pools and golf courses are not <br />eligible for funding under this program. All projects financed using this program must be <br />completed and fully disbursed on or before March 31, 2012. Information about this program is <br />available online at http://www.energy.ca.gov/efficiency/financing/index.html. <br />Federal Transportation Investment Generating Economic Recovery (TIGER) Grant <br />The Federal Transportation Investment Generating Economic Recovery (TIGER) grant program <br />was created by the American Investment and Recovery Act (ARRA) of 2009. The City has <br />applied for a TIGER grant to fund the new Downtown parking garage which includes an electric <br />battery swap station and one level of parking for electric vehicles.
