MINUTES Page 13 <br />Ciry of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting December 7, 2009 <br />Vote on the substitute motion: 3 ayes, 4 noes (Gregory, Prola, Reed, Santos). <br />Substitute motion failed. <br />Minute Order No. 2009-050, Motion to Continue the Matter to the January 19, <br />2010 City Council Meeting, to Give the Council Sufficient Time to Ensure that <br />Oakland Is Moving Forward with Ranked Choice Voting, and to Explore the <br />Different Possibilities for Mitigating the First-Year Costs for Implementing RCV, <br />and to Give Staff Sufficient Time to Gather this Information. (1055) <br />The City Council continued the matter to the January 19, 2010 City Council <br />meeting, to give the Council sufficient time to ensure that Oakland is moving <br />forward with Ranked Choice Voting, to explore the different possibilities for <br />mitigating the first-year costs for implementing RCV, and to give staff <br />sufficient time to gather this information. <br />M/S/C Prola and Gregory. Ayes: 5; Noes: 2 (Starosciak and Souza) <br />E. Report on Closed Session Actions Taken <br />No reportable action taken. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Vice Mayor Starosciak reported that the Alameda County Congestion Management <br />Agency (ACCMA) has authorized additional funds for landscaping for the I-580 sound <br />wall project. <br />Councilmember Prola reported that at the Port Aviation meeting, the Committee <br />discussed a preferential runway use agreement, a ban on Stage 2 aircraft under 75,000 <br />pounds, third quarter operation levels, and a phase out of noisier FedEx planes by 2012. <br />Councilmember Souza reported that she attended the Waste Management Authority <br />Board meeting, at which the mid-year budget review was passed. <br />Mayor Santos reported that the East Bay Dischargers Authority Board is in the process <br />of selecting an attorney. The Alameda County Transportation Improvement Authority <br />(ACTIA) Board recently approved its legislative agenda, and Mayor Santos reported <br />that he voted to support all positions except the funding for the AC Transit Bus Rapid <br />Transit (BRT) project. He remarked that the decline in sales tax revenue could put Flex <br />Shuttle stabilization funding in jeopardy. <br />B. Reports on Conferences and Seminars <br />None. <br />
