Matter of Submittal of the Energy Efficiency Conservation Strategy (EEGs) and the <br />Second Part of the Energy Efficiency and Conservation Block Grant (EECBG) <br />Application for $732,400 for Various City Projects and Community Programs <br />(authorizes submittal of grant application). <br />Facilities and Open Space Manager Debbie Pollart gave a short PowerPoint presentation <br />on the EECS application process, and described the projects comprising the City's <br />Energy Efficiency and Conservation Strategy. <br />Ms. Pollart responded to questions from the Council. <br />• Minute Order No. 2009-049, Motion Directing Staff to Submit the Energy <br />Efficiency Conservation Strategy (EECS) and the Second Part of the Energy <br />Efficiency and Conservation Block Grant (EECBG) Application by January 1, <br />2010 to the Department of Energy (DOE). (3151) <br />The City Council directed staff to submit the Energy Efficiency Conservation <br />Strategy (EECS) and the second part of the Energy Efficiency and <br />Conservation Block Grant (EECBG) application by January 1, 2010 to the <br />Department of Energy (DOE). <br />M/S/C Reed and Prola. An Ordinance Repealing Chapter 4-12 of the San Leandro Municipal Code, and <br />Adopting a New Chapter 4-12 Prohibiting the Use of Tobacco Products in or Around <br />Workplaces, Public Places, Recreational Areas and Facilities (strengthens the <br />regulations regarding smoking in public places, places of employment, recreational area <br />and athletic facilities in the City). <br />Community Relations Representative Kathy Ornelas reported that the proposed <br />ordinance would strengthen the local laws related to smoking and secondhand smoke. <br />Most of the City's current smoking laws have not been revised since the 1980s. In <br />preparing the draft ordinance, staff reviewed model ordinances, as well as regulations <br />adopted in other cities. The ordinance would restrict smoking in all public places open <br />to the general public, and would impose "reasonable distance" requirements and <br />restrictions on places of employment. <br />The draft ordinance was reviewed by the City Council Rules and Communications <br />Committee, and there was interest by the Committee in adopting smoking regulations <br />for residential units in multi-family housing complexes. Ms. Ornelas indicated that this <br />item requires further community outreach and input, and would be brought back to the <br />Council in 2010. <br />Ms. Ornelas responded to questions from the Council. <br />
