DRAFT MINUTES <br /> Page 10 <br />December 21, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />John Quillen, San Leandro resident <br />, addressed the City Council, commenting in <br />support of adoption of the CAP without modification. Mr. Quillen objected to local <br />realtors being designated as a separate entity, and expressed opposition to <br /> <br /> <br />Kathy Bennett, Sustainable San Leandro <br />, addressed the City Council, expressing <br />agreement with Mr. Quillen, and supporting the RECO and CECO <br />(Commercial Energy Conservation) requirements. Ms. Bennett commented that, as a <br />member of the Green Corridor, the requirements would be important features for San <br />Leandro. <br /> <br />Arthur Boone, Sierra Club-Northern Alameda Group <br />, addressed the City Council, <br />comparing the awareness about the dangers of climate change to that of cigarette <br />smoking. Mr. Boone commented on solid waste and recycling, pointing out that the <br />price difference between a 20-gallon and 94-gallon can does not provide San Leandro <br />residents the incentive to recycle. <br /> <br />Melissa Deadrich, Deadrich Real Estate <br />, addressed the City Council, expressing <br />opposition to a Point-of-Sale requirement. Ms. Deadrich commented that the costs <br />associated with a RECO would likely be passed on to the buyer. <br /> <br />Janet Palma, San Leandro resident <br />, addressed the City Council, commenting that the <br />requirements in the CAP are not burdensome. Ms. Palma commented on the need to <br />look to the future, and she commented on items that were not addressed in the CAP, but <br />could be incorporated. <br /> <br />End of Public Comments on Item 10.A. <br /> <br />Mayor Santos asked about possible funding to implement the CAP. Ms. Barros <br />indicated that a municipal financing program would be coming to the Council for <br />consideration early next year. <br /> <br />Councilmember Souza thanked the audience members for their participation, and added <br />that their input was an important part of the -making process. <br /> <br />Councilmember Gregory commented on the many initiatives the City has been working <br />on to improve the physical and environmental health of the community. <br /> <br /> Resolution No. 2009-169 <br />, Resolution Approving the City of San Leandro Climate <br />Action Plan to Reduce Greenhouse Gas Emissions 25% Below 2005 Levels by <br />2020 (provides a general guideline for future programs and policies toward <br />achieving the adopted emissions reductions target).
