Ranked Choice Voting (continued) 3 January 19, 2010 <br />ROV, were the basis for the $170,000 estimate for the 2010 election that was provided in the <br />December 7 staff report. <br />The RCV MOU was drafted by Alameda County, and reviewed by the City Attorneys of the <br />three cities and the Alameda County Counsel. At the request of the cities, a "not to exceed" <br />dollar amount was included in the MOU, which the County set at $1.5 million. The $1.5 million <br />not-to-exceed amount includes the $350,000 system development cost, firmware upgrade, voter <br />education and outreach, additional poll workers, and other costs attributable to RCV. It does not <br />include the usual costs of conducting an election on each city's behalf, which for San Leandro is <br />estimated to be about $50,000 for November 2010. The County acknowledges that $1.5 million <br />is a high estimate that anticipates any possible contingency, and the actual amount will likely be <br />less. The County will only bill the cities for the actual costs of implementing RCV. San <br />Leandro's 12% share of the $1.5 million is approximately $181,000. Adding $50,000 for the <br />usual election costs brings the total not-to-exceed amount to $231,000. While $231,000 is a <br />significantly higher figure than previously reported, it represents the maximum amount the City <br />would be obligated to pay for the RCV costs of the 2010 election. <br />A more detailed breakdown of the estimated additional costs associated with a RCV election has <br />been provided by the Alameda County Registrar of Voters (ROV). The total RCV costs in the <br />updated estimate are approximately $137,000, or about $17,000 higher than the ROV's <br />preliminary estimate. Adding the $50,000 for usual election costs, the total estimate for the 2010 <br />election using these figures is $187,000.
