Oakland's share would increase by <br />over $130,000, and Berkeley's share would increase by about $51,000. <br />Timeline <br />The Council should take action regarding the June 8, 2010 election-to either call the election <br />for June 2010, or to change the election date to November 2010-at its February 1, 2010 <br />meeting. <br />Current City Council Policy <br />Measure F, passed by the voters in November 2000, amended the City Charter to require that a <br />successful candidate receive 50%+1 of the votes cast for that office, and to allow the use of an <br />instant runoff voting system when such technology is available to the City. <br />Previous City Council Actions) <br />• On July 13, 2009, the City Council held a work session on RCV. <br />• On December 7, 2009, the matter was considered by the Council, and continued to January <br />19, 2010. <br />City Council Committee Review and Action <br />The City Council Rules and Communications Committee reviewed the matter at its meeting on <br />October 27, 2009, and recommended forwarding consideration of RCV to the full City Council <br />for discussion and decision. <br />Fiscal Impact <br />As described in the Election Cost section of this report, a "Without RCV" election would cost <br />$125,000. A "With RCV-Based on ROV estimate" would cost $187,000. If a special <br />"standalone" election were held in June, the cost would be $90,000. A "With RCV-Based on <br />ROV estimate" coupled with a stand alone election would cost approximately $277,000. <br />Budset Authority <br />Depending on Council's final decision, funding may be required in both FY 2009-10 and 2010- <br />11. In FY 2009-10, $60,000 is available in the Election budget. Additional funds needed in FY <br />2009-10 will be provided by the City Manager's Contingency Fund and General Fund fund <br />balance.
