Ranked Choice Voting (continued) 5 January 19, 2010
75,000, plus an additional $10,000-$15,000 for the cost of typesetting, translation, binding and
printing the ballot measure information in the sample ballot, for a total cost of about $90,000.
Added to the $187,000 cost of an RCV election, the total for both elections would be
approximately $277,000.
If San Leandro decides against using RCV in November 2010, the costs of implementing RCV
would be split between the cities of Berkeley and Oakland. Oakland's share would increase by
over $130,000, and Berkeley's share would increase by about $51,000.
Timeline
The Council should take action regarding the June 8, 2010 election-to either call the election
for June 2010, or to change the election date to November 2010-at its February 1, 2010
meeting.
Current City Council Policy
Measure F, passed by the voters in November 2000, amended the City Charter to require that a
successful candidate receive 50%+1 of the votes cast for that office, and to allow the use of an
instant runoff voting system when such technology is available to the City.
Previous City Council Actions)
• On July 13, 2009, the City Council held a work session on RCV.
• On December 7, 2009, the matter was considered by the Council, and continued to January
19, 2010.
City Council Committee Review and Action
The City Council Rules and Communications Committee reviewed the matter at its meeting on
October 27, 2009, and recommended forwarding consideration of RCV to the full City Council
for discussion and decision.
Fiscal Impact
As described in the Election Cost section of this report, a "Without RCV" election would cost
$125,000. A "With RCV-Based on ROV estimate" would cost $187,000. If a special
"standalone" election were held in June, the cost would be $90,000. A "With RCV-Based on
ROV estimate" coupled with a stand alone election would cost approximately $277,000.
Budset Authority
Depending on Council's final decision, funding may be required in both FY 2009-10 and 2010-
11. In FY 2009-10, $60,000 is available in the Election budget. Additional funds needed in FY
2009-10 will be provided by the City Manager's Contingency Fund and General Fund fund
balance. Funding required for FY 2010-11 will be included in the proposed FY 2010-11 budget.
Perry Carter
Interim Finance Director
