VL' LANDSCAPING <br />A. Prior to issuance of a building permit, a detailed landscape plan shall be submitted <br />for review and approval by the Zoning Enforcement Official and shall include <br />such details as 1) tree size, species and location; 2) shrubs and groundcovers; 3) <br />installation specifications; 4) irrigation details. To reduce on-site water consumption <br />and reduce the energy required for the pumping and distribution of water, drought- <br />resistant native species shall be used for site landscaping were possible. <br />B. The plan shall include details for refurbishing the landscaped areas along the <br />Doolittle Street and Eden Road frontages for the 1091 Doolittle Street property. <br />C. The existing Photinia plants along the Doolittle Street frontage of the 2140 Davis <br />Street site shall be kept trimmed and not allowed to become bushy and unkempt. <br />D. Several existing Oleander Trees are drastically leaning over and shall be re-staked <br />upright or replaced with as similar-sized trees as available. <br />E. Should other screening for the proposed rear outdoor storage area at 2140 Davis <br />Street not be provided, the existing landscaping along the Doolittle Street frontage <br />starting at the north side of the southerly driveway and extending to the north <br />property line, shall be enhanced with bushes and/or shrubs which would provide <br />adequate screening of the rear storage area. <br />F. Mulching is required. Non-turf areas, such as shrub beds, shall be top dressed <br />with medium decorative bark chip mulch to a depth of two (2) inches, or an <br />approved alternative. <br />G. All new trees shall be double staked. Removal and/or replacement of approved <br />trees require prior approval by the Zoning Enforcement Official. <br />H. Prior to issuance of either a Certificate of Occupancy or Approval of the Final <br />inspection, all required landscaping and irrigation shall be installed per the <br />approved plans, with respect to size, number, and species of plants, and provision <br />of adequate irrigation coverage. <br />I. Landscaped areas shall be permanently maintained to preserve plant health and <br />consistency with the design at time of completion and City's final inspection. <br />Maintenance includes watering, weeding, pruning, insect and disease control, and <br />replacement of plant materials and irrigation equipment as needed to preserve the <br />healthy and appearance of plant materials. <br />VII. SIGN PROGRAM <br />A. A sign program including locations, details, specifications, dimensions and sign <br />area calculations shall be submitted to the Zoning Enforcement Official and/or the <br />Community Development Director for review. A sign program conforming to the <br />City's Zoning Code requirements related to signs shall be approved and issued a <br />sign permit for installation.
