Reports on Conferences and Seminars None. C. Reports on City Council Committees 1. Business and Housing Development Committee Meeting of December 10, 2009. Accepted as submitted. Councilmember Prola provided the Council with copies of the DVD, "Wal-Mart: The High Cost of Low Price." He commented on the proposed "flea market" at 700 Marina Boulevard, which the property owner described as a fully enclosed "Marina marketplace." Mr. Hollister reported that staff plans to bring the Big Box ordinance back to the next Business and Housing Development Committee meeting for further review prior to presenting it to the full City Council. Councilmember Souza requested clarification on the process for the proposed use of the 700 Marina Boulevard property. Community Development Director Luke Sims stated that if there was real interest in pursuing the idea, an application would need to be made for a Zoning Code amendment to allow this type of retail use in an industrial district. The application would first be considered by the Planning Commission, then by the City Council. 2. Facilities and Transportation Committee Meeting of December 8, 2009. Accepted as submitted. Regarding the meeting on the I-880 southbound HOV lane extension project, Vice Mayor Starosciak noted that the diagram showed the reconstruction of the Marina Boulevard overcrossing, but not of the off ramps. Engineering and Transportation Director Uche Udemezue indicated that changes are proposed for the southbound off ramp, but the northbound off ramp would not change. Councilmember Prola stated he was glad to see the formation of the Bicycle and Pedestrian Advisory Committee, and expressed interest in being informed of the Committee meeting dates and times.
