CITY OF SAN LEANDRO STAFF REPORT DATE: February 1, 2010 TO: Stephen Hollister, Ci Manager FROM: Carolyn Knudtso erector Recreation and Human Services SUBJECT PROJECT/PROJECT DESCRIPTION: APPROVED AND FORWARDED TO CITY COUNCIL ~~,.:G~~`'.~~~ Stephen Hollister City Manager RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM OF 2008 FOR THE IMPROVEMENT OF SIEMPRE VERDE PARK SUMMARY AND RECOMMENDATION Staff recommends the City Council approve the Resolution authorizing the City Manager, or his designee, to submit a grant application for the improvement of Siempre Verde Park. BACKGROUND On November 7, 2006, California voters approved Proposition 84, the $5.4 billion "Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006." This bond measure contains a provision to provide $400 million for competitive grants for local and regional parks. It states that "the acquisition and development of new parks and expansion of over used parks that provide park and recreational access to underserved communities shall be given preference." Moreover, it further states that "preference will be given to applicants that actively involve community based groups in the selection and planning of projects." This new competitive grant program, known as the "Statewide Park Development and Community Revitalization Program of 2008", was created by Assembly Bill 31 which was signed into law by the Governor late last year. Until recently, the State's 2009 bond freeze delayed the availability of these funds. However, round one of this program has now been announced, offering the City an opportunity to compete with other cities, counties, and districts for a portion of the initial $184 million in grant funding. The application deadline is March 1, 2010. Maximum award is $5 million per project, no match is required. The application guidelines and the scoring criteria for this program are extremely specific. The proposed project has to meet either a "significant lack of park space" or "significant poverty".
