PROPOSITION 84 RESOLUTION 2 FEBRUARY 1, 2010 <br />After reviewing all existing and future park projects, Staff has determined that the most <br />competitive project available to us is the improvement of Siempre Verde Park. Siempre Verde <br />Park meets the "significant lack of park space" criteria at .35 acres per 1,000 population <br />(determined by the State Parks Community Fact Finder, based on a '/2 mile radius from the <br />location of the project). This is the lowest park space per 1,000 population found throughout the <br />city. Another criterion that makes Siempre Verde a good match for this grant is community <br />based planning. Over the years (as early as 2004) the residents have written letters to the Mayor <br />and Council as well as met with and worked with City staff from the Police, Recreation and <br />Human Services, Engineering and Transportation and Public Works departments in helping to <br />develop and implement strategies to make the park a safe, beautiful, welcoming multi-use park. <br />Their grass roots effort to improve the park over the last several years demonstrates a strong <br />community outreach and input process. <br />Staff believes that the outcome of the community meetings and design process will be beneficial <br />even if the grant is not awarded. Should the Proposition 84 grant not be awarded to the City, a <br />community driven design that considered the concerns of users and implemented community <br />solutions would be ready and available to use towards future grants. <br />Environmental Review <br />A CEQA report will be completed for the grant application. <br />Board/Commission Findings <br />Recreation and Parks Commission November 4, 2009 meeting -discussed under the Secretary's <br />report, Minutes attached (attachment A). <br />Summary of Public Outreach Efforts <br />The Siempre Verde Park improvement design will be based on public input. A minimum of five <br />Community Meetings are required for the grant. The dates of these meetings are: January 20, <br />January 23, January 28, 2010 general public meetings; January 19, Youth Advisory Commission <br />public meeting; January 21, Senior Commission public meeting and February 3, Recreation and <br />Parks Commission public meeting. <br />A combination of electronic and hard copy fliers regarding the process and community meeting <br />dates were distributed through the schools, Home Owners' Associations; Chamber of <br />Commerce; businesses; social service agencies; past park users and posted in the parks <br />throughout the City. The informational and Community Meeting fliers were also posted on the <br />City Website. (Please see attachment B.) <br />Fiscal Impact <br />The amount requested in the grant will be determined by the design of the park; which will not <br />be completed until after the last community meeting.
