more substantial project and assist the City in seeking further assistance from State and regional <br />sources. <br />The City has also allocated $300,000 in Redevelopment Agency monies to prepare the <br />Project Study Report (PSR) for the project. The PSR is an essential prerequisite design study <br />that is required by the California State Department of Transportation (Caltrans). The PSR <br />includes environmental review, traffic analysis, and preliminary design plans. Preparation of the <br />PSR will begin in 2009 and should conclude in a year. Once Caltrans approves the PSR, the City <br />could proceed with preparing detailed construction plans and specifications for the Phase 1 <br />project. Plans would be completed in 2011, and construction of the project would begin soon <br />after once sufficient funds are assembled. <br />Proposed improvements for Phase 1 include: 1) widening the sidewalks with ADA <br />(Americans with Disabilities Act) compliant bulb-outs at intersections; 2) installing enhanced <br />crosswalks; 3) adding one or two traffic signals; 4) infilling with new street trees, tree grates, and <br />other Landscaping; 5) installing pedestrian-oriented decorative street lights; 6) adding street <br />furniture, coordinated signage, and place-making elements; 7) installing enhance bus stops and <br />shelters; and 8) implementing traffic calming measures such as narrowing travel lanes. <br />The proposed pedestrian and transportation project is part of a comprehensive strategy to <br />upgrade East 14`x' Street and is directly linked to other committed street and infrastructure <br />improvements along the corridor. Related projects representing an additional investment of <br />committed and proposed corridor improvements is $30 million dollars. The additional projects, <br />which are in various stages of design and implementation, consist of the following: <br />1. Installing Landscaped Medians on East 14<<' Street from 136t~' Avenue to 148t~' Avenue: <br />This project will significantly improve the appearance of the street and will provide <br />important traffic calming and pedestrian safety measures. The total project cost is <br />$948,000, with funding from the federal SAFE TEA program, FY06 HUD-EDI funds, <br />and local funds. Construction of the project will begin in 2009. <br />2. Reconfiguration of the East 14`h Street/Hesperian BoulevardBancroft Avenue <br />Intersection: Located at the southern terminus of the project area, this project will <br />relieve traffic congestion and include transit enhancements and a major entry feature for <br />the corridor. The estimated project cost is $3.7 million dollars, with funding provided <br />through Alameda County Measure B funds, private development contributions, and other <br />local sources. Design will begin is 2009 with construction to start 2010. <br />3. Under rounding of Utili Lines: Concurrent with installing pedestrian and streetscape <br />improvements, the City will underground the overhead PG&E power lines. Project <br />funding is through PG&E Rule 20A monies. Undergrounding the utility lines along East <br />14`i' Street is the City's highest priority for use of these monies. The estimated project <br />cast is $4 million dollars. Phase 1 of the project is in construction with Phase 2 starting <br />design in 2009. <br />U. S.
