Federal Funding Requests FY 2010 3 January 15, 2009 <br />Marina Spine Construction (extension of Bay Trail from 1Vlarina Boulevard to Fairway <br />Drive) - $1.5 million project; no previous allocation request; Request $1.5 million FY 10. <br />Bay Trail Improvements (addition of rip rap) - $900,000 project; no previous allocation <br />request; Request $900,000 FY 10. <br />Other Federal Fund Considerations <br />The following programs are identified as a potential recipient of federal funds in the future. Staff <br />will continue to develop programs should the funds become available for FY 2009-2010. City <br />Council may wish to express support for funding of these programs. <br />At Risk Youth Program (develop a pilot program with the SLUSD to benefit at-risk youth) <br />-Request $1 million FY 10. <br />Energy Efficiency Block Grant -Potential saurce of federal funds for energy efficiency <br />programs and climate protection activities; more research is required to determine if funds will <br />be available for FY 2009 or FY 2010 as a part of a stimulus package. <br />COPS Grant -Potential source for hiring of police officers may be available to cities; more <br />research is required to determine if funds will be.available for FY 2009 or FY 2010 as a part of a <br />stimulus package. <br />Unlike previous requests, we may wish to have more "new" projects in our FY 2010 requests. <br />For example, repeating the request far Senior Center funding is inappropriate as we have a <br />pending FY 2009 request and the project will be complete by FY 1010. Likewise, Marina <br />Dredging is currently funded for a partial dredge. Large new projects, such as the Downtown <br />Garage (TOD Strategy) or a Competitive Pool, may be attractive, while re-submitting previous <br />requests, such as East 14~h Street Improvements, and the Public Safety Building Expansion and <br />Renovation, show an on-going commitment to these projects. Large, regional transportation <br />projects, such as the Marina and Davis Street Interchanges, might be more appropriately lobbied <br />for in the SAFETY-LU re-authorization. <br />Also attached for your review is the listing of San Leandro's 22 infrastructure projects totaling <br />$78 million, which was submitted to the U.S. Conference of Mayors (USCM).
