Key to the Marina Connection Plan is the project's main north-south connection or "spine" <br />that parallels Monarch Bay Drive and provides a separated pedestrian and bicycle pathway <br />through the area, thereby removing the need for pedestrians and bicycle enthusiasts to share the <br />road with motor vehicles. It provides near water access along the City's waterfront and is central <br />to the area. The "spine" project will provide badly needed connectivity between existing and <br />planned destination points within the Shoreline area, which is currently viewed as a deterrent to <br />the future economic growth of the area. <br />The addition of the "spine" is regional in significance as part of the San Francisco Bay Trail <br />system, a multijurisdictional effort to encircle the San Francisco Bay with safe pedestrian and <br />bicycle pathways for the recreational enjoyment of San Francisco Bay Area residents and <br />visitors. The addition of this project will remove a key gap in the dedicated trail network <br />between Hayward and points north and will tie in well with the Bay Trail Slough Bridge project <br />that the City of San Leandro will be constructing later in 2009, which will connect the East Bay <br />Regional Park's Oyster Bay Regional Park with the Port of Oakland. <br />The "spine" project will be designed using the established standards of the San Francisco <br />Bay Trail and will include in its design: a 12-foot wide asphalt pathway with graded shoulders, <br />pedestrian lighting and improved landscaping; modification to the existing roadway and parking <br />lots to incorporate the pathway; and the installation of benches, bike racks, trash recycling <br />receptacles, and concrete unit pavers. <br />U.S. Senator Dianne Feinstein 2 FY08 Appropriations <br />
