MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~,Tanuary 19, 2010 <br />Councilmember Prola expressed support for the process, in which community members <br />winnowed $84 million in projects down to $4 million. Councilmember Prola made a <br />motion to accept the recommendation by the Recreation and Parks Commission. <br />Councilmember Souza commented that a decision did not need to be made on all the <br />funds tonight, but once the funding application has been made, it cannot be changed. <br />She commented on the relatively small (37) number of people who participated in the <br />workshops, and noted that the time of year can determine who participates. <br />Councilmember Souza noted that the Council has information, such as the 200 petition <br />signatures for the Stenzel Park snack bar, which the Commission didn't have. She <br />suggested holding a Council work session to further discuss the matter. <br />Councilmember Reed stated that she was excited about the process, pointing out that the <br />participants represented a cross section of San Leandro. She commented that delaying <br />the decision could cost the City a lot more in the future, and would send the wrong <br />message to the community members who participated in the process.. Councilmember <br />Reed seconded the motion. <br />Councilmember Stephens expressed confidence in the process, and in the community, <br />and expressed support for the motion. <br />Councilmember Gregory stated that he favored the proposal, and commented that the <br />process was well vetted and transparent. <br />Vice Mayor Starosciak commented that she was a member of the Ad Hoc Committee <br />charged with determining how to spend the Measure WW funds. She noted that the <br />meetings-as are most of the City's ad hoc committee meetings-were not open to the <br />public. Vice Mayor Starosciak stated that she strongly supported having the RAPC <br />engage in the process. She expressed support for the Washington Manor competition <br />pool and the Marina dog park. Vice Mayor Starosciak commented that while other <br />funding sources could be found for the projects on the RAPC's list, no other funding <br />source exists for the pool, and she asked Council to consider some flexibility with the <br />project list. She stated that she would like to see whether the Stenzel Park drainage was <br />really the highest priority project at that site. <br />• Minute Order No. 2010-009, Motion Accepting the Information Received from <br />the Public Input Process and the Recommendation from the Recreation and Parks <br />Commission to Use the Measure WW and Park Development Fee Funds Towards <br />the Following Projects: Toyon Park Play Equipment; Marina Park Irrigation <br />Improvements; Par Course Improvements; Marina Dog Park; San Leandro Ball <br />Park Locker/Restroom Refurbishment; Stenzel Park Drainage; Marina Park Group <br />Picnic Areas; Pacific 1 and 2 Bleachers; Resurface Skate Park with Concrete and <br />All Park Rehab of Asphalt Walkways.
